Relying on the coordinated development of Beijing, Tianjin and Hebei, we will accelerate the deep integration of digital technology and the real economy to achieve the transformation and upgrading of traditional industries. Taking artificial intelligence, quantum information and other advantageous areas as the commanding heights, we will further accelerate the construction of an industrial chain with digital technology as the core, improve the quality, efficiency and competitiveness of development, and lay the leading edge and demonstration effect of related industries in the world.

Survey: More than 1,800 small and medium-sized artificial intelligence companies in Beijing

"The proposal of the Proposal on Strengthening the Digital Economy to Help the High-quality Development of the Capital's Economy is a step-by-step and a little bit of grinding." Speaking of the proposal, Li Zhiqi was full of emotions.

Digital economy, digital governance capabilities, data value... At first glance, these words that sound "unfathomable" are actually closely related to the lives of the people. Under the management of community sealing and control, how to quickly and safely purchase food, vegetables and daily necessities is the source of Li Zhiqi's acceleration of the cultivation of digital industrial clusters and the formation of the advantages of the digital economy highland.

"At that time, my community was not going to meet for shopping. Couriers can only deliver daily necessities and food to social workers and then hand them over to residents. Li Zhiqi said that due to the fresh nature of vegetables and food, there is a disagreement among the owners of how to shop, some people recommend the use of e-commerce platforms for delivery, and some people tend to large supermarkets near the community.

Seeing the controversy among the residents, Li Zhiqi silently conducted the test.

"Four pounds of tomatoes, two pounds of rapeseed, one liter of pure milk..." Every time he placed an order on the e-commerce platform until it was completed, he would record the time. Then, buy the same food at a large supermarket. Half a month later, he got more than a dozen sets of detailed data. In contrast, the app delivery time is only 40 minutes per order, but the supermarket delivery takes one hour. Subsequently, Li Zhiqi collected more information from the owner group in the community.

"Our CPPCC members are helping everyone solve problems!" Residents passed on the data to Li Zhiqi, who had more data, and he began a follow-up investigation: visited a number of large supermarkets and digital new retail companies to understand the deeper reasons behind the phenomenon.

"In the process of generating transactions and interactions with users, most physical stores need to use third-party platforms. In terms of steps, it is cumbersome to direct one-to-one transactions than digital new retail enterprises, and more division of labor has been generated. Li Zhiqi said that a cabbage with water droplets is enough to illustrate the importance of digital industrial clusters. This is the driving force for people's lives to be more efficient and fresh in the future.

The digital economy has become a trend in the development of modern society. In addition to daily food and clothing, communication, transportation, learning, entertainment and other aspects of life are inseparable from it. Opening the mobile phone map, Li Zhiqi's frequent locations include Zhongguancun Science and Technology Park and Daxing Biomedical Base. In these parks and bases, there are more than 1,800 small and medium-sized artificial intelligence enterprises in Beijing, and the research projects cover all aspects.

In order to find out the real demand for computing power of artificial intelligence smoges in Beijing, he traveled through large and small science and technology parks and incubation bases, so that the mobile phone map produced a "memory", and changed the habit of loving leather shoes to tourist shoes. Three days later, Li Zhiqi ignored the fact that the shirt had been "pasted" on his body, and for three or nine days, he did not have time to wipe off the gas on the lenses. In exchange, there are pieces of data, research materials and what is heard from the frontline personnel.

During the survey, Li Zhiqi met the data annotator who "marked" the data. I found young people who are not very old but are very bright in the development of artificial intelligence, as well as various scientists and returnees. He realized that only by retaining these talents and giving them more preferential supporting policies can the digital economy more effectively contribute to the economic development of the capital.

On average, the research "journey" of more than 10,000 steps per day is tired, but Li Zhiqi has a good idea when he writes, and he has accuracy at hand. A heavy proposal can be born.

Extension: Accelerate the improvement of the digital transformation autonomy and controllability of Beijing enterprises

Member Li Zhiqi's proposal was replied to by the Beijing Municipal Bureau of Economy and Information Technology. In its reply, the Bureau of Economy and Information Technology confirmed that the next step will be to increase the intensity of key core technology research. Accelerate breakthroughs in a number of underlying core technologies such as intelligent sensors, converged communications, big data, artificial intelligence, blockchain, and network security, and improve the independent and controllable ability of Beijing enterprises in digital transformation.

At the same time, accelerate the construction of new application scenarios. In terms of smart medical care, urban management, and government services, we will promote the application of new technologies of 5G, artificial intelligence, and blockchain in new scenarios of urban governance.

In addition, it is necessary to further improve the digital economy guarantee mechanism. We will continue to promote the implementation of the "Implementation Measures for the Training Subsidy for High-tech Industrial Skills Upgrading in Beijing", provide subsidies for employee training and talent independent participation in training organized by Digital Innovation Enterprises in Beijing, explore the talent training mechanism of government + market alliance, and continue to send professional compound talents for the development of the digital economy.
