Probably the meaning is that it is not because you are the emperor that you can sit on this chair, but who does this chair, who is the emperor, his sentence "water can carry a boat can also overturn the boat" is a truth, so Tang Taizong is also always reviewing himself, worried about doing something wrong.
More information in modern times shows that the dragon chair is really not something that ordinary people can sit on, and Puyi, the last emperor of the Qing Dynasty, should be the last emperor to sit on the dragon chair.
Puyi ascended the throne at the age of three, and even sat on the dragon chair without saying a word, which is rare in the whole history, but Puyi's sad urging is even more unique, in 1912, Puyi, who reigned for only three years, was pulled down from the throne in the wave of the Xinhai Revolution.

Puyi is counted as the last emperor of the Qing Dynasty, but not the last emperor in history, we must not forget that Yuan Shikai usurped the fruits of victory after the Xinhai Revolution, and at the end of 1915, he ascended the throne as emperor, although he reigned for only 83 days, he was also considered an emperor.
However, after Yuan Shikai ascended the throne, he did not sit on the wooden dragon chair with the golden carving of xiu, but customized a Western-style seat, and the original dragon chair was placed three meters behind the new dragon chair.
Why did Yuan Shikai not dare to sit on this dragon chair after he ascended the throne? After several decades, until 1959, experts who studied the culture of the Forbidden City, in order to restore the appearance of the Forbidden City, looked around for the real dragon chair, at that time did not know the appearance of the dragon chair, or according to an old photo, learned the shape of the dragon chair, after several searches, only to find a broken dragon chair in an old warehouse.
In order to restore it to its original appearance, the Forbidden City invited many famous masters to do restoration work for it, and it took nearly three years to restore it to the way everyone can see it today.
Although, as early as two thousand years ago, during the rebellion of Chen Sheng and the State of Wu, it had already been shouted that "the prince will xiangning have a kind of hu?" "But in actual history, when some people really face the dragon chair and face the throne, they still have a little bit of reverence, for example, Cao Cao did not seize the position of the emperor of the Han Dynasty before he died, Sima Yi did not take the seat of the emperor of the Cao clan before he died, and so on.
Therefore, the dragon chair is really not something that ordinary people can sit on.
