Whether it is the record and summary of ancient non-metallic mineral knowledge left in classic books such as "Tiangong Kaiwu", "Yunlin Stone Spectrum", "Compendium of Materia Medica" and other classic books, or the extensive application of non-metallic minerals and their mineral functional materials in aerospace, electronic information, new energy, biology, medicine, metallurgy, building materials, petrochemical, machinery, light industry, environmental protection, ecological construction and other fields in today's society, all of which confirm the important value of non-metallic minerals in human life, which has never been interrupted with the long-standing Chinese civilization. Not long ago, the China Non-Metallic Mineral Industry Association held the seventh national general meeting. The meeting summarized the relevant work of the sixth council and the achievements of the industry development since the "13th Five-Year Plan", elected the seventh council, and put forward the direction for the future development of the association and the industry. What is the development status of the non-metallic mineral industry during the "13th Five-Year Plan" period, and does it meet expectations? In the face of the "14th Five-Year Plan" industry, how will it go further and achieve high-quality development? With a series of questions, the reporter of China National Building Materials News interviewed Pan Donghui, president of the China Non-metallic Mineral Industry Association.
Affirm past performance, sort out the problem and then develop
"As of the '13th Five-Year Plan', in 2020, the main business income of China's non-metallic mining industry will be about 900 billion yuan, an increase of 64% over the industry's main business income of 550 billion yuan in 2014; the total profit will be 60 billion yuan, an increase of 50% over the 40 billion yuan in 2014." Talking about the achievements of the "Thirteenth Five-Year Plan", Pan Donghui feels that it is not easy to come by. A set of data also shows that China's non-metallic mining industry is moving from high-speed development to a new track of high-quality development.
In fact, at the beginning of the establishment of the sixth session of the Council in 2014, the non-metallic mining industry and the work of the association faced great difficulties and challenges such as insufficient guarantee of high-quality resources, low industrial concentration, unreasonable industrial structure and product structure, insufficient scientific and technological research and development and technological innovation, and the urgent need to improve the personnel structure and internal governance of the association. In the past 7 years, the six councils and the industry have worked together to continuously promote the development of the non-metallic mineral industry, and the main business income, resource security degree, mineral resource utilization efficiency, green development cluster development model, scientific and technological development level, and mineral functional material product innovation and application of China's non-metallic mineral industry have made great progress.
The road is long and the road is long, and the association still does not dare to relax in the face of the achievements made, because there are many problems restricting the high-quality development of the non-metallic mining industry. "At present, the main contradiction facing the development of the industry is unbalanced and insufficient development." Pan Donghui said frankly that there are still many traditional and relatively backward production methods in the non-metallic mining industry, and the level and layout of productivity are very uneven. The breadth of non-metallic minerals covers a wide range of fields, the deepening of reform touches on the profoundness of the adjustment of the pattern of interests, the sharpness of contradictions and problems involved, the arduousness of breaking through institutional and institutional obstacles, and the urgency and complexity of achieving safe and high-quality development.
Pan Donghui said that in the coming period, the association will mainly start from 5 aspects. The first is to overcome a number of key common technologies as the guide, and stimulate new momentum for scientific and technological innovation. For example, the research and development of graphite, fluorite and other strategic mineral deep processing technology and key minerals of a new generation of mining technology, breakthrough in the difficult to select associated, symbiotic ore separation method theory and mineral processing technology. At the same time, we will develop a number of advanced intelligent equipment for online testing and process control to improve the level of intelligent manufacturing in the industry; innovate the industry standard system; and compile a roadmap for industrial development technology.
The second is to meet the major strategic needs of the country and open up a new path for transformation and upgrading. To meet the needs of the major national strategies for non-metallic mineral functional materials, cultivate a number of large-scale enterprises with core technologies and strong competitiveness of advanced mineral functional materials, develop a number of advanced technical equipment and new functional materials, develop a number of service emerging application fields, create a group of high-end leading talents, adhere to the development of protection and improvement of people's livelihood, promote the expansion of domestic demand, stimulate market consumption, serve food safety, drive full employment, and promote the transformation and upgrading of industry enterprises.
The third is to comprehensively enhance the ability of green development and build a new paradigm of ecological civilization. Establish a guarantee mechanism for mine maintenance, mining re-greening, tailings utilization and mining resource mining, "same research and development" with deep-processed products, and "same subject" with market promotion services, accelerate the realization of digitalization of mine mining, intensive production process, and functionalization of product development; focus on the research and development of tailings full-component compound utilization technology, and achieve new breakthroughs in the full-component, large-scale and efficient utilization of tailings; and gradually form a technological innovation system with enterprises as the main body and market as the market and a mine intelligent mining and product green manufacturing system. The fourth is to improve the quality of the market supply system as the guide, and form a new pattern of improving quality and efficiency. Fifth, with the "big cycle" and "double cycle" as the guide, we will enhance the high level of opening up to the outside world. Seize the opportunity, strive to form the main product technology and economic indicators to reach the international advanced level, technological patent achievements jumped to the forefront of the world; support powerful enterprises to go out, build an international industrial park for mineral development, coordinate the construction of key non-metallic mineral resources and products of the global industrial chain, supply chain system, improve the ability of international operation; benchmark with international advanced standards, and strive to rank among the world's non-metallic mineral powers at an early date.
Clear goals and tasks, achieve development and then leap forward
The application scope of non-metallic minerals and their products is becoming more and more extensive, especially in high-tech fields such as key technologies, equipment and materials, and the high-quality development of the industry is imperative, so what are the specific goals and tasks?
Recently, the China Non-Metallic Mineral Industry Association issued the "14th Five-Year Development Plan for the Non-Metallic Mineral Industry and the Long-term Goal for 2035". We intend to divide the high-quality development of the industry into two stages, the first stage is from 2021 to 2025, the industry basically completed the transformation and upgrading from the raw material industry to the (functional) material industry, and achieved high-end development. The second stage, from 2026 to 2035, is mainly to promote the development of the industry into an advanced industry with international competitiveness and achieve the goal of entering the world's non-metallic mineral power. Pan Donghui introduced.
With goals in place, specific tasks are clear. Pan Donghui further introduced that in the first stage, the industrial structure will continue to be optimized: eliminate backwardness, improve quality, and significantly improve the level of intensive development of industrial clusters, to meet the development and utilization of non-metallic mineral resources and products in various fields, and the total output value of the industry will exceed 1 trillion yuan. The level of supply has increased significantly: the product variety is more abundant, and the supply of strategic non-metallic mineral products is safe and reliable. The innovation ability has been significantly enhanced: the technological innovation system with enterprises as the main body has been further improved, the intensity of R&D investment in the industry has exceeded 2.5%, and intelligent manufacturing, service-oriented manufacturing, and "Internet + collaborative manufacturing" have achieved obvious results. The quality brand building has achieved remarkable results: the quality of the main non-metallic ore products has reached the international advanced level as a whole, and the brand system that meets the needs of the market has been basically established. Low-carbon green development is more in-depth: Implement the carbon peak carbon neutrality action plan for the non-metallic mineral industry, and by 2025, increase the use of clean energy by 50%, reduce carbon emissions from the production process by 30%, and the industrial value of mineral functional materials for energy conservation and emission reduction will account for 10%.
The second stage is the long-term goal by 2035, when China will build a modern non-metallic mineral industry system and become a world non-metallic mineral industry power. The industrial scale benefit is remarkable, the industry is comprehensively coordinated and developed; international and domestic development is carried out simultaneously, and the resource security guarantee is strong; the industrial layout is reasonable, the product structure is advanced; the innovation chain of production, education and research is perfect, and the original scientific and technological innovation is driven by strong; the independent supply of key technologies and equipment materials, the supply chain is safe and reliable; the green, low-carbon, digital and intelligent level of the industry is first-class; the standardization system is sound, the quality brand is outstanding; the role of supporting national economic and social development is outstanding, and it has become an important pillar industry of the country.
The tasks of the second phase are also gradually refined with the development of the industry, mainly including strengthening the exploration and exploration of key mineral resources; actively building new industrial organizations; improving the security and guarantee capabilities of key product supply; achieving breakthroughs in the industry's frontier and common key technologies; implementing the green development of carbon peak carbon neutrality as the core; strengthening quality brand building; establishing a standard system for mineral functional materials; and building a global supply system.
For the future of the industry, Pan Donghui is also full of confidence. He said that with the progress of society and the development of science and technology, there are more and more varieties of non-metallic minerals that can be used, and the number is getting larger and larger. Non-metallic ore and its mineral functional materials have become indispensable important basic materials, key support materials and natural ecological materials in the development of the national economy, closely related to high-tech new material industries, key basic raw material industries, environmental protection and ecological industries, etc., and will play an irreplaceable role in the new round of scientific and technological revolution and international competition.
