The adoption of the resolution "Promoting International Cooperation in the Field of International Security for peaceful Uses" marks that China and the vast number of developing countries have jointly embarked on a process of balanced promotion of international cooperation in non-proliferation and peaceful uses under the framework of the United Nations, and is the latest contribution made by China to improving global governance of non-proliferation

Recently, China successfully adopted the resolution "Promoting International Cooperation in the Field of Peaceful Uses" submitted to the 76th session of the United Nations General Assembly. This is the first resolution proposed by China in the field of international security and disarmament in the past 30 years and adopted by the GENERAL Assembly, which is of great significance for promoting the international community to promote international cooperation in non-proliferation and peaceful use in a balanced manner and safeguarding the right to sustainable development of developing countries. The adoption of the resolution marks that China and the vast number of developing countries have jointly embarked on a process of balanced promotion of international cooperation on non-proliferation and peaceful uses under the framework of the United Nations, and is the latest contribution made by China to improving global governance of non-proliferation.

The resolution has profound historical roots and a background of the times. Preventing the proliferation of weapons of mass destruction and their means of delivery is the consensus of the international community. Since the 1960s, States have negotiated and concluded a series of legal and political instruments to that end, and have established an important principle that non-proliferation should not come at the expense of the rights of States to the peaceful use of science and technology and related international cooperation. However, over the years, some Western countries have frequently imposed discriminatory export control measures against developing countries and engaged in double standards by virtue of their own "small circles" of non-proliferation multinational mechanisms. In recent years, under the pretext of preventing proliferation or national security, a few countries have even used ideological demarcation to indiscriminately restrict scientific and technological exchanges and international economic and trade cooperation aimed at peaceful use, engaged in decoupling and "breaking the chain," triggered tensions in relations between countries, artificially deepened the scientific and technological gap between developed and developing countries, and seriously eroded the foundation of international cooperation in non-proliferation.

The resolution reflects the universal aspirations of developing countries. In response to the needs of the times, the resolution closely follows the demands of developing countries and clearly defends the right of all countries to make peaceful use of the fruits of scientific and technological progress. The resolution urges the international community to address the relationship between security and development, non-proliferation and peaceful uses in a more balanced manner, and to fully guarantee the right of all countries to international cooperation in the peaceful uses, essentially safeguarding the right of developing countries to sustainable development. The vast number of developing countries responded warmly, and many countries withstood the tremendous pressure of the United States and the West and firmly supported the resolution.

The resolution is China's latest practice of practicing true multilateralism in the field of international security. International rules cannot be determined by individual States and groups of States. The resolution consolidates the consensus of the international community on the balanced promotion of non-proliferation and peaceful uses, and fully draws on international legal instruments such as the Treaty on the Non-Proliferation of Nuclear Weapons, the Biological Weapons Convention and the outcome documents of the Non-Aligned Movement Summit. From the very beginning, China has extensively solicited the views of all countries, especially developing countries, opened up to the amendments put forward by all parties, absorbed constructive content as much as possible, and practiced true multilateralism with practical actions.

The resolution is rooted in China's practice and contributes to China's solutions to global governance of non-proliferation. As a major country in international trade and science and technology, China has continuously strengthened its export control legislation and law enforcement and earnestly fulfilled its non-proliferation obligations. At the same time, China upholds fairness and justice, takes concrete actions to safeguard and promote international cooperation in the peaceful use of peace, and ensures that developing countries achieve their own sustainable development through trade, scientific and technological exchanges and cooperation with China. China has actively defended the right of all countries to use science and technology peacefully on the multilateral platform, and has put forward a series of proposals, which have laid a solid conceptual foundation for the resolution. The concept of fairness and justice contained in the resolution is the improvement and development of the existing international non-proliferation system.

At present, with the ups and downs of the global epidemic and the accelerated evolution of the century-old changes, China has always adhered to the world's mind, proceeded from the common well-being of mankind, and consciously stood on the right side of history, on the side of human progress, and on the side of fairness and justice. In the future, China will continue to make overall plans for development and security, practice true multilateralism, deeply participate in relevant processes, continue to contribute Chinese wisdom and Chinese solutions to international cooperation related to peaceful use, work with the international community to improve the level of global governance on non-proliferation, promote universal security and common prosperity, and promote the building of a community with a shared future for mankind.
