The State General Administration of Sport recently issued the "Basic Public Service Specifications for Public Sports Venues" (hereinafter referred to as the "Service Specifications"). The "Service Specification" applies to public stadiums, public gymnasiums, public swimming pools and national fitness centers at the county level and above under the local sports administrative departments at all levels that receive financial subsidies from the central government.

It is reported that the "Service Specification" was revised on the basis of the "Basic Public Service Specification for Large-scale Sports Venues" issued in 2014. Relevant experts pointed out that the "Service Specification" has six main features:

First, the scope of application is wider. Except for public stadiums, public gymnasiums, public swimming pools and national fitness centers at the county level or above under the local sports administrative departments subsidized by the central financial funds, all localities may refer to the requirements of the "Service Specifications" and regulate and guide the open services of other types of public sports facilities according to local conditions.

Second, the requirements for free and low-cost opening are more clear. It is required that the venue opening fee be reported to the relevant departments of the local government for approval, and the low fee price is generally not higher than 70% of the local market price, "for the elderly, the disabled, students, soldiers, fire rescue personnel and public welfare mass sports events to provide more preferential services, the charging standard generally does not exceed half the price."

The third is to strengthen the requirements for venues to hold sports events. Venues are required to comply with the requirements of the rules of relevant sports events, and hold no less than 4 public welfare sports events per year.

Fourth, there are more quantitative indicators. In addition to the above quantitative indicators, it is also required that the public welfare sports training services such as sports skills and scientific fitness carried out in the venues be no less than 1,000 person-times a year, and at least once a year to carry out mass satisfaction evaluation.

Fifth, more emphasis is placed on information disclosure. The venue shall fill in the basic information as required and be disclosed in the national fitness information service platform, and the information of the venue receptionist shall be presented in real time on the national fitness information service platform.

Sixth, more emphasis is placed on security guarantees. It is required that the fire, security, emergency facilities and evacuation systems of the venue be reasonably complete and well maintained, and there should be professional medical institution personnel to ensure on-site rescue and implement health and epidemic prevention measures during the event.
