On December 17, the 5G + Acute Stroke Skynet Intelligent Medical Emergency System Construction Project in Western China was officially launched in The Sichuan Academy of Medical Sciences and Sichuan Provincial People's Hospital. It is reported that after the completion of the project, the five western provinces can reduce the cost of diagnosis and treatment by more than 5 billion yuan per year.

The project takes the 5G network as the link, based on the "intelligent manufacturing" of mobile medical equipment innovation, and assisted by AI intelligent diagnosis and treatment technology, lays out the demonstration scenario of 5G + acute stroke treatment in medical institutions at all levels, establishes a stroke treatment network covering the urban and rural areas of the 5 provinces, municipalities and autonomous regions in the western region, builds a pre-hospital "mobile stroke unit" and a "one-stop stroke platform in the hospital", sends all diagnosis and treatment services to the patient's side and bedside, and solves the key problem of "getting on the bus/entering the hospital is treated" for stroke patients. Shorten the thrombolysis time from the original average of 3-4 hours to less than 1 hour, change the diagnosis and treatment service model from instrument-centric to patient-centered, and achieve the goal of the "million disability reduction" project of stroke of the National Brain Prevention Commission, establish a cloud database, automatic data generation, automatic collection and storage, data sharing and digital quality control of the whole process of treatment, significantly improve the timeliness of stroke treatment in the western region, and reduce the incidence, mortality and disability rate of stroke by more than 20% on the original basis It can reduce the cost of diagnosis and treatment by more than 5 billion yuan per year; it can avoid the huge economic pressure and mental distress of at least 100,000 families falling into stroke.
"In the past, stroke patients were sent to the hospital emergency department by 120 ambulances after the onset of the disease, and ultrasonic, CT and other examinations were done, and the doctors did diagnosis and treatment, which often took four or five hours, exceeding the 3-hour optimal treatment window for stroke patients." In the future, where the patient is onset, the stroke unit will be moved to wherever it is, and around the patient, on the ambulance, and even on the ship, it will be possible to start to do examination, diagnosis and even treatment, send the diagnosis and treatment service to the patient, and truly realize the "treatment on the car".

It is understood that the 5G smart emergency cloud platform can realize continuous, real-time, multi-party collaborative remote emergency of "on-site ambulance local hospital support hospital". The use of 5G network real-time transmission of ultra-high-definition audio and video live, vehicle driving information, patient vital signs monitoring data (including ECG monitoring, defibrillation, electrocardiogram machine, ultrasound, blood gas analysis, etc.), so that emergency centers and hospitals can quickly and accurately obtain the condition in advance, formulate emergency plans, timely guide treatment in transit, deploy emergency resources in advance, improve the effectiveness of emergency treatment, and open up green life channels for emergency patients. The 5G emergency gateway can realize the access to a variety of medical equipment terminals in the ambulance, which can realize the real-time transmission of the patient's vital signs and various examination data in the ambulance and the hospital, the remote video guidance of the hospital experts to the doctors following the car, and even the identification of ID cards and medical insurance cards.

Stroke has the highest incidence, mortality, disability and recurrence rates worldwide. The China Brain Defense Commission reported that in 2019, the number of hospitalizations due to stroke in China reached 3.1 million, of which about 80% were ischemic and 20% were hemorrhagic; the mortality rate of severe stroke patients exceeded 35%, the proportion of residual hemiplegia, language and cognitive impairment was as high as 70%, and the medical expenses increased year by year, and the direct medical expenses of stroke in 2019 alone reached 41.2 billion yuan.
Sichuan, Chongqing, Yunnan, Guizhou and western Tibet five provinces, municipalities and autonomous regions with a total population of 220 million, located in Qinghai-Tibet and Yunnan-Guizhou Plateau, is a multi-ethnic area. Due to the lack of oxygen in the plateau and the eating habits such as high salt and high fat, as well as the uneven development of stroke treatment technology and level, the incidence of stroke is high, and the timeliness of treatment needs to be improved urgently. Taking Sichuan as an example, the total population of the province is 83 million, and the incidence of stroke is 326 people/100,000/year, which is significantly higher than the national average of 246 people/100,000/year; while the intravenous thrombolysis rate of acute ischemic cerebral infarction in the top three hospitals is 5.9% in 4 hours, which is significantly lower than the national average of 7.0%. According to this data, Sichuan alone has 74,400 strokes every year, increasing medical expenses by 2.4 billion yuan. The project integrates 5G +AI+ mobile medical technology and will become a breakthrough in solving the difficulty of stroke treatment.
