On December 14, Hunan Youxian Public Security reported that since June this year, Youxian Public Security has started from the case of some mobile phone business hall staff in Youxian County selling residents' newly registered mobile phone number verification codes, rushed to Hunan Hengyang, Zhejiang Lishui, Jiangxi Nanchang, Gansu Longxi, Hebei Xingtai and other places, cracked a case of extraordinarily large infringement of citizens' personal information, involving more than 20 million mobile phone number verification codes.
On June 19, Zhuzhou Youxian Public Security received a tip from the Ministry of Public Security that a mobile phone business hall in Shuangjiang Community, Yajiangqiao Town, Youzhou County, was selling citizens' personal mobile phone number verification codes. After receiving the report, the Public Security of Youxian County began to investigate by means of technical means, and found that in Yajiangqiao Town, Huangtuling Town, Huangfengqiao Town, Jiangqiao Office, Lianxing Office, Taoshui Town and other places in Youxian County, there were mobile phone business hall staff in the process of handling new card opening business for users, and without the consent of users, they privately obtained the user's mobile phone number verification code and sold it.
After learning of this situation, the Youxian Public Security Bureau attached great importance to it and on July 2, 20 elite forces were dispatched to set up a special team to investigate the case. Combined with data analysis, peripheral investigation, visit investigation and other methods, the special case team found that the new card users targeted by the criminal gang are mostly elderly groups, in the process of card opening, the staff of the business hall use the convenience of work to learn the mobile phone number of the newly opened card personnel, and falsely claim that the mobile phone number needs to be activated, privately use the mobile phone number of the newly opened card personnel to register the mobile phone App accounts of Jingdong, Meituan, Gome, etc., and then sell them to them at a price of 10-15 yuan per mobile phone number.
On July 6, after grasping the relevant criminal facts and evidence, the special case team decided to carry out a centralized collection of the personnel involved in the case in Youxian County, and a total of 9 criminals in 8 business halls were arrested. Through the investigation of the bank and WeChat pay records of the people involved in the case, the special case team found that the online lines of these people involved in the cases were scattered in Lishui, Zhejiang, Nanchang, Gansu, And Hengyang, Hunan, and other places, and these on-line personnel were suspected of collecting, purchasing, and selling citizens' personal information.
On July 13, the special case team went to Lishui in Zhejiang, Nanchang in Jiangxi, Longxi in Gansu, and Hengyang in Hunan and joined hands with local police to arrest the people involved in the case, arresting a total of 7 criminal suspects. Through combing through clues and interrogation, the special case team found that a studio in Xingtai, Hebei Province, was deeply involved with the personnel involved in the case in Hengyang, and on July 20, the police of the special case team went to Xingtai, Hebei Province, and with the cooperation of the local public security organs, successfully arrested 3 criminal suspects, seized 4 computers for the crime, brushing software (brushing machine is a mobile phone reinstallation system) and 8 tools.
Through further sorting out of the case, the special case team found that the criminal gang not only involved a wide area horizontally, but also had a clear vertical level: the staff of the business hall in Youxian and other places was responsible for providing mobile phone numbers and verification codes at the first level; the personnel involved in the cases in Lishui, Jiangxi, Longxi, Gansu, and Hengyang, Hunan were the second level, responsible for summarizing mobile phone numbers and verification codes, and selling them to the third level; with hebei and other places as the third level, responsible for selling registered App accounts and obtaining benefits.
According to the statistics of you county public security, the total funds involved in these criminal gangs are more than 2 million yuan, and the mobile phone number verification codes involved are as high as more than 20 million.
