The circular shows that at the level of the group company, Jinneng Holding Group required coal mines below 3 million tons / year to increase production by 150,000 tons per mine during the period of increasing production and supply, 3 million tons to 5 million tons / year coal mines to increase production by 300,000 tons per mine, regardless of safety conditions "one size fits all" in violation of the law to issue production increase indicators; required the cancellation of all coal mine annual and monthly maintenance plans, all production systems, including direct or indirect service production systems are not allowed to be overhauled, while the daily maintenance time is compressed, and the implementation of non-production and handover shifts is implemented Require mines that were not producing at night to resume night shift production.

At the level of the coal mines to which it belongs, the supervision found that some coal mines of Jinneng Holding Group seriously exceeded the design (approved) ability to organize production, and in the first three quarters, Jinneng Holding Group had 54 coal mines with super-design (approved) capacity to organize production, 4 of which exceeded 100% and 13 of which exceeded production by 50% to 100%. Among them, the approved capacity of Anping Coal Mine is 900,000 tons / year, and the output from January to September is 2.91 million tons, an overproduction rate of 332% year-on-year; the approved capacity of Madaotou Coal Mine is 10 million tons / year, and the output from January to September is 17.02 million tons, with a year-on-year overproduction rate of 129%.

According to the relevant requirements, all kinds of production coal mines will organize production according to the design (approved) capacity in the last three months of this year. However, in October, Jinneng Holding Group still has 45 coal mines with the maximum capacity allowed to produce in excess of monthly, 8 with a monthly overproduction of more than 100%, and 10 with an overproduction range of between 50% and 100%, of which Anping Coal Mine has a monthly overproduction of 425%, and Hulonggou Coal Mine has a single monthly overproduction of 300%.

In addition, individual coal mines concealed the working surface and organized production with super intensity, and Liyang Coal Mine had serious violations of laws and regulations such as falsifying drawings, concealing the working surface, failing to upload data in accordance with regulations, and failing to take production restriction measures to limit production; Madaotou, Chengzhuang and other coal mines exceeded the relevant regulations and simultaneously arranged two back-mining work surfaces in the same wing of the same mining area to organize production with super intensity.

In view of the violations of laws and regulations by Jinneng Holding Group and some coal mines, the Shanxi Bureau of the State Mine Safety Supervision Bureau has issued an "Opinion on Strengthening and Improving Safety Management" to Jinneng Holding Group, and made administrative punishment measures such as ordering production suspension and rectification, administrative fines, and scoring by mine managers in accordance with laws and regulations.
