The circular shows that during the period of increasing production and supply, Jinneng Holding Group required coal mines below 3 million tons/ year to increase production by 150,000 tons per mine, 3 million tons to 5 million tons / year coal mines to increase production by 300,000 tons per mine, regardless of safety conditions " one-size-fits-all" illegal issuance of production increase targets; required the cancellation of all coal mine annual and monthly maintenance plans, while compressing the daily maintenance time; required the original night shift non-production of mines to resume night shift production.

The supervision found that some coal mines of Jinneng Holding Group seriously exceeded the design (approved) capacity to organize production, and 54 coal mines had super capacity production in the first three quarters; in October, there were still 45 coal mines with the maximum capacity allowed to produce in October, of which the Single-Month Overproduction of Anping Coal Mine reached 425%, and the Monthly Overproduction of Hulonggou Coal Mine reached 300%. In addition, individual coal mines conceal the working surface and organize production with super intensity, some coal and gas protruding mines have super capacity to organize production, individual coal mines have super-system capabilities to organize production, and coal and gas protruding mines have organized production in violation of the night shift.

For the violations of laws and regulations in Jinneng Holding Group and some coal mines, the Shanxi Bureau of the State Mine Safety Supervision Bureau has issued a "Opinion on Strengthening and Improving Safety Management" to the group, and has imposed administrative punishment measures such as ordering production suspension and rectification, administrative fines, and points for mine managers in accordance with laws and regulations.
