According to the news of the new Fujian client on December 12, a few days ago, the Fujian Provincial Party Committee decided that Comrade Liu Jianyang would be appointed secretary of the Quanzhou Municipal Party Committee; Comrade Fu Chaoyang would be appointed secretary of the Putian Municipal Party Committee.

Zheng Zhijun noted that Liu Jianyang was the first Quanzhou Municipal Party Committee secretary to take office directly from the Standing Committee of the Provincial Party Committee after the Eighteenth National Congress.

Liu Jianyang, male, Han ethnicity, born in April 1966, 55 years old, Jiangxi Lotus people, began working in July 1985, joined the Communist Party of China in December 1986, on-the-job graduate degree, master of public administration.

According to public information, Liu Jianyang graduated from the Jiangxi Provincial Traffic School majoring in highways and bridges, and after graduation, he went to work in the Nanchang Municipal Engineering Management Office, successively serving as a technician, deputy captain, deputy director, section chief, assistant to the director, and deputy director (at the level of a section) of the management office.

In December 1996, Liu Jianyang became the deputy director of the Nanchang Urban and Rural Planning Bureau, and was promoted to director more than four years later. In August 2002, Liu Jianyang took up the post of Deputy Secretary-General of the New Nanchang Municipal Government, Director of the Municipal Construction Commission, Secretary of the Party Committee, and in December 2004, he was appointed as the Assistant Mayor of the Municipal Government.

In December 2006, Liu Jianyang became the vice mayor of Nanchang, and in April 2010, he became a member of the Standing Committee of the Nanchang Municipal Party Committee, and later served as the vice mayor.

On June 6, 2016, the State Council approved the establishment of Jiangxi Ganjiang New Area, and on October 20 of the same year, Ganjiang New Area was officially listed, becoming the second state-level new area in the central region and the 18th state-level new area in the country. In October 2016, Liu Jianyang became deputy secretary of the Party Working Committee and director of the Management Committee of Ganjiang New District.

In April 2018, he was appointed as the acting mayor of Nanchang City, and later "went to the generation to become regular".

In December 2019, Liu Jianyang went to Fujian across provinces and became the secretary of the Putian Municipal Party Committee.

In November this year, after the change of term in Fujian, Liu Jianyang became the "new face" of the Standing Committee of the Fujian Provincial Party Committee.

Putian City, now has jurisdiction over one county, four districts and two management committees, with a land area of 4,200 square kilometers, a sea area of 11,000 square kilometers, a registered population of 3.655 million at the end of 2020, and a permanent population of 3.211 million.

Putian is located in the middle coastal area of Fujian Province, north of the provincial capital Fuzhou, south of the historic city of Quanzhou, west of Dai Yun Mountain, southeast of the Taiwan Strait, across the sea from Taiwan, and taichung city distance of only 72 nautical miles.

On December 25, 2019, the Putian City Leading Cadres Conference was held. The Fujian Provincial CPC Committee decided that Liu Jianyang should be appointed secretary of the Putian Municipal CPC Committee and that Lin Baojin should be relieved of his post as secretary of the Putian Municipal CPC Committee.

"Today, I came to the vibrant land of Puyang and solemnly took over the heavy burden entrusted by the provincial party committee, and I deeply felt the responsibility and mission. After taking office in Putian, which crossed provinces from Nanchang to the seaside, Liu Jianyang put forward the requirement of "striving to create a strong atmosphere of attracting big businessmen, attracting big businessmen, and recruiting good businessmen" for Putian.

In May 2020, in an interview with the media, Liu Jianyang said that the development momentum of Putian in recent years is very good, but it started late and the total economic volume is not large.

Liu Jianyang said that opening up to attract investment is the only way to achieve a high level of opening up, an important way to enhance the core competitiveness of the region, and a key move for Putian City to strengthen industries and revitalize the city.

Liu Jianyang was succeeded as secretary of the Putian Municipal Party Committee by Fu Chaoyang.

Fu Chaoyang, male, Han ethnicity, born in November 1972, From Youxian County, Hunan Province, joined the Communist Party of China in February 1993, joined the work in July 1995, graduated from Tsinghua University majoring in environmental science and engineering, graduate degree, doctor of engineering.

He served as the director of the General Division of the Office of the State Forestry Administration, the deputy director of the General Office of the Ministry of Environmental Protection, and the standing committee member and vice mayor of Quanzhou Municipal Party Committee in Fujian Province.

In August 2013, Fu Chaoyang became a member of the Party Group and Deputy Director of the Fujian Provincial Environmental Protection Department, and later successively served as deputy director of the General Office of the Fujian Provincial People's Government, director of the Fujian Provincial Financial Work Office, secretary of the Party Group and director of the Fujian Provincial Environmental Protection Department, and in September 2018, he was appointed As the secretary of the party group and director of the Provincial Department of Ecology and Environment.

Today, Liu Jianyang has traveled from Putian to Quanzhou.

Quanzhou city is located in the southeast of Fujian Province, is one of the three central cities of Fujian Province, north of Fuzhou, Putian, south of Xiamen, east of Baodao Taiwan, west of Zhangzhou, Longyan, Sanming.

The city's land area is 11,015 square kilometers (including Kinmen County), and the permanent population at the end of 2020 is 8.79 million (excluding Kinmen County).

Before Liu Jianyang, Xu Gang, Huang Shaoping, Zheng Xincong, Kang Tao, and Wang Yongli served as secretaries of the Quanzhou Municipal Party Committee. Xu Gang, Huang Shaoping, Zheng Xincong, Kang Tao, and Wang Yongli were not members of the Standing Committee of the Quanzhou Municipal Party Committee when they were secretaries of the Quanzhou Municipal Party Committee.

Xu Gang, who has been working in Fujian for a long time, was the secretary of the Quanzhou Municipal Party Committee from April 2008 to February 2013, and later promoted to vice governor of Fujian Province, and was investigated in March 2015.

Huang Shaoping (female) served as the secretary of the Quanzhou Municipal Party Committee from February 2013 to April 2015, and died in Quanzhou on April 25, 2015 at the age of 56 due to ineffective rescue.

Zheng Xincong took office as Party Secretary of Xinquanzhou in June 2015, was promoted to Vice Governor of Fujian Province in March 2018, and became a member of the Standing Committee of the Fujian Provincial Party Committee in May 2019, serving as Secretary General. He is currently the Deputy Director of the Liaison Office of the Central People's Government in the Macao Special Administrative Region.

Kang Tao was appointed party secretary of Quanzhou in March 2018 and promoted to vice governor of Fujian Province in May this year.

Wang Yongli was promoted from the post of mayor of Quanzhou to the secretary of the Quanzhou Municipal Party Committee in July 2021, and just became a member of the Standing Committee of the Fujian Provincial Party Committee in November this year.

Today, Liu Jianyang succeeds Wang Yongli as the new secretary of the Quanzhou Municipal Party Committee.

It is worth mentioning that before serving as the secretary of the Quanzhou Municipal Party Committee, Liu Jianyang was already a member of the Standing Committee of the Provincial Party Committee. In other words, Liu Jianyang was the first Secretary of the Quanzhou Municipal Party Committee to take office directly from the Standing Committee of the Provincial Party Committee after the Eighteenth National Congress.

Zheng Zhijun noted that the secretary of the Xiamen Municipal Party Committee and the secretary of the Fuzhou Municipal Party Committee are also concurrently appointed by the Standing Committee of the Provincial Party Committee.

Lin Baojin, the current secretary of the Fuzhou Municipal Party Committee, was the vice governor of Fujian Province and became a member of the Standing Committee of the Fujian Provincial Party Committee in September 2020, and Cui Yonghui, the current Secretary of the Xiamen Municipal Party Committee, was a member of the Standing Committee and Secretary General of the Fujian Provincial Party Committee, and was appointed Secretary of the Xiamen Municipal Party Committee in October 2021.

According to media reports, in early 2021, Quanzhou announced that it would officially enter the "GDP trillion club" - that is, cities that Chinese mainland reach or exceed 1 trillion yuan in annual GDP.

On January 18, 2021, the Quanzhou Municipal Bureau of Statistics released the completion of the city's main economic indicators in 2020: After preliminary accounting, the city's gdp reached 1,015.866 billion yuan last year, an increase of 2.9%. In the year of the end of the "13th Five-Year Plan", Quanzhou's total economic volume exceeded the trillion mark for the first time, ranking first in Fujian for 22 consecutive years.
