As the forefront of digital government reform and construction, Guangdong took the lead in launching the pilot of the chief data officer system in the country in May this year, and Guangzhou became the first batch of pilot cities. On November 24, Guangzhou was clearly appointed by Daniel Zhang, member of the Standing Committee of the Guangzhou Municipal Party Committee and executive vice mayor, as the chief data officer of the city, coordinating the management of the city's data resources and integration and innovation.

In addition to his identity as the director of the Guangzhou Municipal Affairs Service Data Management Bureau, Xie Mingze is also the new chief data executive officer of Guangzhou, responsible for organizing and implementing the city's data resource management and integration innovation work, promoting the construction of the chief data officer team of various districts and departments, and implementing normalized guidance and supervision.

This new identity is both familiar and challenging for Xie Ming. Although since the 1990s, Xie Ming, who has a computer professional background, has been associated with data, how to integrate, govern, share and develop and utilize the data of the entire city is a new grand proposition, and he is also constantly learning and exploring, hoping to promote Guangzhou to take the lead in the construction of digital government and the reform of the market-oriented allocation of data elements.

"21st Century": With the continuous enrichment of data resources and the continuous expansion of scale, what new requirements are faced by the government's data management methods and capabilities?

Xie Ming: Guangdong attaches great importance to the realization of data value, and has issued a series of laws and policies, hoping to apply data to digital government construction and improve government governance capabilities and levels. Guangzhou also attaches great importance to the construction of smart cities, and the construction of smart city operation centers has put forward new plans for the aggregation and management of data standards.

From the level of data aggregation, various commissions and offices in Guangzhou have built a large number of information systems, and there are currently more than 20 billion pieces of data in the data exchange center, and they are increasing every day. However, these data are scattered in various units, more services are departmental or local needs, there is no support for the construction of digital government, nor has it become a service capability for citizens and enterprises, I think there is a lot of room for improvement in this aspect.

The international requirements for data security are also getting higher and higher, China's "Data Security Law" and "Personal Information Protection Law" were officially introduced this year, for the collection, storage, use, cleaning of data, including the next step of the transaction of data elements, how to ensure that data is safe to empower and add value after collecting data, is also a short board, there is a lot of room for efforts.

Therefore, the practice of the chief data officer system is to meet the new needs of the times for all aspects of data management.

"21st Century": As one of the seven pilot cities for chief data officers in Guangdong Province, what are the characteristics of guangzhou's pilot work?

Xie Ming: First of all, the chief data officer pilot has a large scope and a wide coverage. In accordance with the principle of full inclusion, Guangzhou has set up a team of chief data officers covering 33 units, and has taken the lead in including public enterprises and institutions closely related to people's livelihood services such as water supply, power supply, gas, subway, and bus into the pilot scope.

At the same time, we pioneered the Chief Data Executive Officer. The municipal leader in charge of government data management serves as the chief data officer, and I serve as the chief data executive officer as a leading member of the Office of the Guangzhou Digital Government Reform and Construction Leading Group to assist in the work. How provincial policies can sink down to various departments of the city is why we considered setting up a chief data executive, hoping to play a functional role in uploading and dispatching. To put it simply, we hope that the chief data officer is not a good-looking term and a good-sounding publicity, but can really be implemented from the executive level to ensure that the chief data officer system is more operable and more executable.

In terms of data credibility, Guangzhou released the country's first "Trust Guangzhou" digital platform based on blockchain technology on November 25, signed a cooperation framework agreement with the first batch of 10 domestic and foreign digital certificate service institutions, and signed the Memorandum of Cooperation on Trusted Authentication Services with the Office of the Information Technology Director of the Hong Kong Special Administrative Region Government to promote cross-regional and cross-border trusted mutual recognition and government service interconnection.

Haizhu District is also actively giving full play to the overall advantages of the chief data officer, using the advantages of the big data industry chain of the Pazhou Artificial Intelligence and Digital Economy Pilot Zone to gather enterprises, striving for public data operation agencies to settle in the Pazhou Artificial Intelligence and Digital Economy Pilot Zone, setting up social data brokerage institutions to explore data broker pilots, promoting the orderly circulation of data elements, and playing a demonstration role in leading the market-oriented configuration reform of data elements.

21st Century: You are the director of the Guangzhou Municipal Bureau of Political Science and Numbers, and now you are taking on the work of chief data executive, what are the new challenges?

Xie Ming: Digital government and smart city construction are the responsibilities of the Municipal Digital Bureau. The establishment of the chief data officer and chief data executive system has given us a deeper understanding of the importance of data. For me, the biggest challenge is the need to take on the responsibility of maintaining the security of the city's unified and centralized data.

After solving the data aggregation problem, we found that there are great challenges in data cleaning, data security, data openness, etc. In terms of data openness, the enterprise society's call for public data openness is growing, how to open up data that meets the requirements of privacy protection, clear ownership, and high quality to the society, give more play to the value of data elements, and promote the development of Guangzhou's digital economy is a new challenge; in terms of data security, although Guangzhou has won the "Guangdong Dun-2021" Guangdong Digital Government Network Security Offensive and Defense Drill Excellent Defensive City, there are still security issues such as "weak password", especially as the value of data grows larger and larger. With increasing concentration, the security responsibility of cyberattacks for data theft is becoming more important.

"21st Century": Guangzhou pilot chief data officer system has been in April, what is the overall progress of the current work?

Xie Ming: At the municipal level, we have built a "1+1+1" chief data officer overall management system, issued a pilot implementation plan for the chief data officer system, formed a chief data officer (pilot) team covering the chief data officer, data executive officer and work class, formulated a set of pilot implementation rules for the chief data officer system, clarified 6 major system systems such as joint meetings and tracking supervision, formulated a task list, and promoted the substantive operation of the chief data officer system.

At the district level, it has also been actively forming a team of district chief data officers to carry out government affairs information systems, public data resource censuses, and government data resource catalog compilation, etc., while promoting the return of provincial and municipal vertical systems, and striving for provincial and municipal data return for use at the grassroots level.

Specifically, Haizhu District has established a team of 100 chief data officers of "two officials and one member", including chief data officers, chief data executive officers, and chief data officer liaisons, and is also promoting innovative pilots such as data broker systems; the chief data officer of Huangpu District has promoted the development and utilization of public data resources such as credit information financing docking for small and medium-sized enterprises and the ecological demonstration platform for intellectual property transactions; the chief data officer of Nansha District has taken the lead in promoting the construction of a data resource standard system and establishing a system covering management, technology, data standards, Seven major categories of standards and specifications such as security, synchronously carry out data governance applications, support data quality problem handling mechanisms, and strictly review access data in accordance with quality standards. At the same time, Nansha is using the strength of the whole region to explore the pilot (Guangdong-Hong Kong-Macao) Data Element Cooperation Pilot Zone, compile the development plan of the Data Cooperation Pilot Zone, and promote the construction of the Scientific Research Line of the Macau University of Science and Technology and the Scientific Research Line of the Hong Kong University of Science and Technology, and explore the cross-border flow of scientific research data.

21st Century: Public data sharing and openness are the key to unlocking the value of data. Based on the chief data officer system, what is Guangzhou's exploration and practice on this?

Xie Ming: There were data sharing barriers between government systems because some industry data or economic statistics could not be shared according to law, such as the tax payment, electricity consumption, employees and other data of each enterprise. However, through new technologies such as multi-party secure computing, we have gradually realized the "usable invisible" of data, and used comprehensive applications and calculations to generate data that is valuable to government decision-making.

In terms of government data sharing, Guangzhou has actually been at the forefront of the country. We took the lead in introducing policies, regulations and standards for government data sharing, established a municipal affairs big data center, built a data center for digital government and smart city, including 11 district-level data centers at the municipal level, and incorporated 154 units into the member units of government information exchange, accumulating 25.798 billion pieces of data, exchanging data of 123.719 billion pieces, and exchanging 73.296 million pieces of data on average. At the same time, it also supports the sharing of 42 key special projects, including comprehensive taxation, household economic verification, total regulation of small and medium-sized passenger cars, financing of small and medium-sized enterprises, and optimization of the business environment.

Taking the "Sui Zhi Guan" platform as an example, more than 3.6 billion pieces of effective data from 35 departments are aggregated to achieve the grasp and command of real-time situations such as urban command and dispatch, major urban work emergency response, etc. As we all know, the pressure of epidemic prevention and control in Guangzhou is very large, more than 80% of the inbound quarantine personnel are isolated in Guangzhou, we have created an epidemic prevention and control system for this purpose, how many people are vaccinated, how many nucleic acids are measured, how many "Sui Kang codes" are bright and scan codes in which places, etc., which can reflect the flow of the population, the degree of epidemic prevention, and perceive the situation of urban epidemic prevention and control. At the same time, Guangzhou uses the AI middle platform on the basis of data to achieve the supervision of personnel in isolated hotels, whether to wear masks, whether to wear prevention and control clothing is standardized, and timely discovery and correction through artificial intelligence to reduce risks.

At present, the government is developing more and more applications of data. For example, we have established a monitoring system for the elderly living alone with the power system, if the meter at home, for example, is suddenly not used for two or three consecutive days, or continues to stabilize at a value, you can remind the community to go to understand, find problems in time, and care for special people.

At the level of public data openness, data such as population are currently gradually being opened. The Guangzhou Data Open Platform has opened more than 1514 datasets from 61 units in the city, with a cumulative open data of nearly 150 million.

"21st Century": Guangdong is actively promoting the reform of the market-oriented allocation of data elements, what are the needs of enterprises in data transactions? How will the government help?

Xie Ming: After our research, in data transactions, enterprises are in different roles on the supply and demand side, and their needs are different. First, as a supplier, the demand of enterprises is mainly concentrated in the confirmation of data asset rights, data asset pricing, data asset security, etc.; second, as the demand side, the demand is mainly concentrated in data quality, data transaction methods, data output methods and other aspects.

Haizhu District is currently conducting a pilot data broker, which will establish relevant standards and systems to promote data transactions from disorder to standardization. The first is to formulate standards for data broker pilot units, clarifying the requirements of the pilot enterprises' fields, industry status, degree of data aggregation, technical strength, investment background, etc.; the second is to establish a pilot supervision system, mainly focusing on qualification identification, classification and grading management, risk prevention and control mechanisms, data security and privacy protection, daily supervision, practitioner management and data management capabilities; the third is to formulate pilot units' regulatory objectives, regulatory rules and specific evaluation indicators, and carry out normalized monitoring and evaluation of data broker pilots The fourth is to summarize and refine the pilot experience of data brokers, and form replicable and generalizable institutional results and practical cases.

We will open up supply and demand channels through the establishment of compliant "licensed" data brokers, ensure the smooth circulation of all aspects of data factor production, distribution, circulation and consumption, promote the legalization and industrialization of data transactions, and attract data element-related enterprises to gather and develop.

"21st Century": Focusing on the whole life cycle management of data, what will be the next step of the pilot of the chief data officer system in Guangzhou?

Xie Ming: In terms of top-level design, we will continue to promote the legislation on the management of data elements in Guangzhou and strive to complete the relevant legislative work in 2022. At the same time, we will establish a framework system for the management of data elements, formulate an action plan for the reform of the market-oriented allocation of data elements and relevant regulations on public data management, and further clarify the key role of the chief data officer in it.

Combined with the construction of the chief data officer, the Guangzhou data middle office, and the basic support force of the digital economy, we are establishing an indicator system for the evaluation of the physical signs of Guangzhou's smart city, so that the assessment of the construction work can be quantified, and the development goals of Guangzhou in the construction of smart cities are more clear.

In terms of public data opening, Guangzhou has organized districts and departments to formulate annual opening plans according to social needs and people's livelihood hotspots, and the key areas of opening up compared with the current two years mainly revolve around road transportation, health and health, education and technology, meteorological services, cultural tourism, credit services, etc. In the case of ensuring data security, we also hope that data elements can flow better, and more open data will attract more enterprises to gather in Guangzhou, carry out industrial development and upgrading around these data elements, and promote the development of Guangzhou's digital economy.

In view of the current difficulties in carrying out data trading related work in Guangzhou, we will organize the chief data officer of the pilot area and the pilot department to carry out special research on data transactions, encourage some regions to explore data trading models and data trading centers in advance, and open up the situation of data confirmation transactions.
