After Wu Ding succeeded to the throne, he took Ganpan as Tsukasa Zai, (Tsukasa Zai was an official name, that is, Dazai, who was ranked as the third duke and was the head of the Six Qings.) Dazai was originally the official in charge of the royal family's finances and affairs in the palace. He hoped that Ganpan would assist him in reforming politics and reviving the dynasty.

Ganpan is old, has limited energy, and lacks courage, and can only be a shoucheng phase. But What Wu Ding wanted was an ideal minister, but he couldn't. Therefore, he entrusted political affairs to Ganpan and went on a tour of the country himself to observe the people's customs and visit the sages.

The ministers wrote one after another, saying, "The Son of Heaven is the lord of the country, and the hundred officials must act according to the instructions of the king." Now the king does not speak, and tells us how to do it? Wu Ding said: "I feel that my virtue is not enough, so I dare not ask the people of the world to do what I say." Or let me visit the people's customs and cultivate virtue. The affairs of the country are still handled by you! ”

Wu Ding had extensive contacts with various people in the folk and looked for talents. Finally, I finally met Fu Yan at Fu Yan. After an in-depth conversation, I was overjoyed and decided to hire a heavy responsibility. However, the ministers were not the assistants in Wu Ding's dream.

Therefore, Wu Ding asked the painter to paint multiple portraits of the people he dreamed of, and sent emissaries to the people to search widely. The emissary found the slave Fu Yan at Fu Yan and sent him to the capital Yinyi. Wu Ding immediately received him, and after careful examination, he said, "He is the saint sent by God that I saw in my dream!" When the courtiers saw this, they all knelt down on the ground and cried out, "Long live!" And said congratulations to the king for his sages.

Wu Ding immediately appointed Fu Shuo as minister of state to assist in state affairs. Wu Ding said to Fu, "You will command the hundred officials and give me advice at any time." I'm like a copper knife, and you're a grindstone. I seem to be the one crossing the river, and you are the ferry. I seem to be in a big drought, and you are just raining in time. You must be like a medicine stone, open my heart, water my heart, and make me awake forever. I will follow the way of the kings and make all the people healthy and happy. ”

With the assistance of Liang Xiang, Wu Ding sent troops many times, pacified the ghost side, attacked several other tribes, and established some military strongholds in the northwest, ensuring the safety of production and life of the people in the western border areas, and extending the rule of the Shang Dynasty to the Xianggan area.

Wu Ding and Fu were sages and sages rooted in the people, and their experiences and origins gave them both qualities that were lacking in ordinary monarchs. Wu Ding asked Fu Shuo to consult at any time, and Fu Said regarded it as his duty to keep the king's clear mind.

It seems that our ancestors have already concluded more than three thousand years ago that the way to maintain political clarity lies in the fact that the supreme ruler can be humble and tolerant. Of course, this understanding is too backward for today. However, at the time, it was very valuable.
