Chen Yonggui, also known as Chen Yougui, was born in 1910 to a poor peasant family in Zhuping Town, Huaping County. In 1927, Chen Yonggui joined the Communist Party of China. Soon after joining the party, Chen Yonggui was appointed as the head of the secret contact point in Meiyuan Lane of the Yunnan Provincial Committee of the Communist Party of China. On May 3, 1930, Chen Yonggui was arrested for betrayal by traitors. In 1933, under the mediation of the Huaping Hometown Association and his relatives in Kunming, he escaped from prison.
