Hongqiqu and Dazhai are two glorious banners that lead hundreds of millions of people forward, while Yang Gui and Chen Yonggui, two people with the word "gui", are flag bearers.
When Yang Gui of LinXian County, Henan Province, was engaged in water conservancy construction in order to change the serious shortage of water, Dazhai, which was nearly a thousand miles away from the Taihang Mountains, was renovating rivers and mountains to create terraces, all in order to improve the people's lives.
After liberation, especially after the establishment of the agricultural production cooperative in 1953, Dazhai, under the leadership of Chen Yonggui, secretary of the party branch, split mountains and filled in ditches, rearranged mountains and rivers, and carried out the basic construction of farmland centered on the transformation of cultivated land to control mountains, ditches, and slopes. More than 80 mu of good land have also been added, and grain production has increased year by year.
However, in order to achieve stable and high yields, farmland water conservancy construction is a hurdle that cannot be circumvented. Chen Yonggui has always wanted to turn the dry land of Dazhai into a watered land, so he moved the idea of going out to visit and study.
As soon as New China was founded, Chairman Mao and his elderly people issued a call to harness rivers and carry out water conservancy on a large scale, and a climax of digging ditches and digging canals and building reservoirs arose throughout the country.
Under the leadership of Secretary Yang Gui, Henan Linxian County undoubtedly started earlier and did a better job, and won the support of the masses and the affirmation of the superiors. In 1957, the People's Daily published a long article on the construction of mountainous areas in Acura Lin County. In November 1957, at the National Forum on Mountain Production, 29-year-old Yang Gui took the podium of the National Assembly for the first time to introduce the experience of mountain construction in Linxian County to the leaders of the central and provincial ministries and commissions. In November 1958, Yang Gui was cordially received and praised by Chairman Mao.
In 1960, when the project of introducing Zhangzhang into the Forest University was started, Chen Yonggui was no stranger to Yang Gui's deeds.
In the second half of 1961, during the difficult period of the whole country, the state demanded that the construction of the project be stopped to ensure the people's livelihood, and the higher authorities demanded that the construction of the Hongqi Canal must also be dismantled. At this time, Chen Yonggui, the secretary of the party branch in Dazhai, Shanxi, came to LinXian with a group of people. Yang Gui had long heard that an illiterate peasant in a neighboring province had made Dazhai prosperous, and he admired him very much from the bottom of his heart. At first sight today, Chen Yonggui was indeed pure and simple and vigorous.
Yang Gui took Chen Yonggui and his party to visit the projects that have been started in the Hongqi Canal and were deeply attracted by the magnificence of the Hongqi Canal. Yonggui said with emotion: You are really good, poke a hole in a big mountain! When he was ready to leave, he put his hands around Yang Gui's shoulders and said, "Old Yang, do I beg you to do something?" Yang Gui immediately said, "Old Chen, if there is anything you can say!" Chen Yonggui said, "I would like to ask you to send a few people to our village to talk to you about your experience in controlling water and repairing canals. When Yang Gui heard that it was repairing canals, he was suddenly worried, and he said somewhat desolately: "Old Chen, it is not a problem at all for me to send a few people to help you." But did you know that I am now facing the embarrassment of the project being laid off! ”
When Chen Yonggui heard this and asked what was going on, Yang Gui briefly told Chen Yonggui about the situation that some leaders wanted him to lay off the Hongqi Canal Project and that he was short of money and grain. As soon as Chen Yonggui heard this, he said, "Old Yang, don't be afraid of those people, the canal can't get off the horse, don't you build a canal to let the people drink the northwest wind?" It's a shame to get off the horse now! Chen Yonggui returned to Dazhai, but his words left a deep impression on Yang Gui and the comrades of the county party committee. Later, Yang Gui sent people to Dazhai to help Chen Yonggui dig dry wells and engage in water conservancy construction. This meeting enabled Yang Gui and Chen Yonggui, two "noble" figures, to establish a deep friendship.
After that, Yang Gui decided that some people would continue to insist on repairing canals without stopping work, which may also have Chen Yonggui's factors in it. After all, there are also people from other provinces who support it, which is an encouragement to Lin County!
By 1965, Dazhai's self-reliance, hard work, transformation of nature, and the achievement of high yields had become a model for the whole country to learn, and Chen Yonggui's name resounded throughout the land of China.
On December 17 of that year, Chen Yonggui and the agricultural delegation from The Jinzhong region of Shanxi Province came to Linxian County, and they did not rest, braving the biting cold wind and going to the Hongqi Canal accompanied by Yang Gui. At that time, Chen Yonggui was just 50 years old, wrapped in a white towel on his head, wearing a cardigan cotton jacket, grinning and always happy haha, looking particularly energetic.
Standing in front of the Hongqiqu Youth Cave towering into the clouds, Chen Yonggui faced the mountains and patrolled left and right to see how the canal water flowed between the cliffs and cliffs; he picked up a stone, gently threw it into the canal, listened to the sound of the water, and discerned the depth of the water. When Chen Yonggui visited the construction site, he found that the "rearrangement of Linxian River And Mountain" was painted on the cliff, and each word was several inches high.
Chen Yonggui was excited when he saw it: "This slogan is well mentioned, bold, and inspiring. The mountains and rivers of our former Yang must also be rearranged. Soon, Chen Yonggui put forward the same slogan: "Rearrange the Mountains and Rivers of Xiyang." Yang Gui smiled and recalled that Chen Yonggui had learned this sentence from Lin County.
Fast forward ten years, Chen Yonggui became a member of the Politburo of the CENTRAL Committee and vice premier of the State Council, and Yang Gui has gone to work in the Ministry of Public Security. The word "water" has always bothered Chen Yonggui's heart. Premier Zhou's question of "what to do with the three-year drought and what to do with the ten-year drought" made him remember it.
At this time, he remembered the Red Flag Canal again. On June 12, 1975, Chen Yonggui, accompanied by Wang Weiqun, secretary of the Henan Provincial Party Committee, came to Linxian To guide the work. Although it is a guide work, in Chen Yonggui's mind, he always holds the mentality of learning. Chen Yonggui spent two days in Linxian County, and he said at a forum of the standing committee of the county party committee and the secretary of the commune party committee: "I came to Linxian to study many years ago, and after Comrade Xiannian came to Linxian county last year and returned to Beijing, he said a lot of good things about Linxian County. This time, I wanted to invite Comrade Yang Gui to come with me, but Comrade Hua Guofeng asked Yang Gui to grasp the rectification of railway public order, but I could not force it. After two days of watching in Lin County, watching the mountains and mountains, watching the water and water shows, the mood was very comfortable. Your cadres and masses are invigorated, your production is energetic, your life is hopeful, your rural houses are better than in the past, and your members' homes are very tidy. Dazhai should learn from Lin County, and Xiyang should learn from Lin County, especially in forestry and water conservancy.
I told Guo Fenglian long ago that The Hutou Mountain in Dazhai should turn green like the mountains in Lin County. In 1965, Yang Gui took me to see the Hongqi Canal, only to see the main trunk canal, at that time there was no supporting facilities, I was interested in the dry wells in Tumen Village. This time, looking at the Red Flag Canal, the horizontal and vertical networks have become a net, the social and social teams have water, the green trees are full of mountains, the clear water flows everywhere, the wheat harvest along the canal is bumper, and the social team enterprises are also scattered. The more I look at it, the more I want to see it, and the more I look at it, the more I want to do it. ”
After returning home, Chen Yonggui first carried out water conservancy construction in Xiyang, which is the famous West-to-East Water Diversion Project. In the past ten years and nine droughts, people's domestic water and industrial water are very scarce, coupled with long-term coal mining, the groundwater level has dropped sharply, and the only way out is the west-to-east water diversion. With the approval of the central government, the West-to-East Water Diversion Project began construction in 1975, and he invited many experts and technicians who built the Hongqi Canal to study various schemes, and personally visited the site for inspection, spending many sleepless nights!
Later, this project was interrupted because Chen Yonggui retired from the stage of history, and for this reason, Chen Yonggui was depressed for a long time. Chen Yonggui and Yang Gui learned from each other and supported each other well, which is a good interpretation of the high style and bright festival of cadres in Chairman Mao's era.
