According to the "Heihe Publicity" news, on November 30, Heihe City issued a notice of the first batch of relevant industry units in the urban area to resume work and production.

In order to coordinate the prevention and control of the epidemic and economic and social development, and accelerate the restoration of normal production and living order, in accordance with the principle of the necessities of the masses' lives, according to the prevention and control conditions of business sites, the degree of personnel gathering and the actual living needs of citizens, under the premise of meeting the requirements of the work plan for resuming work and production formulated by the municipal and district epidemic prevention and control headquarters and the competent departments of various industries, the relevant industry units are promoted to resume work and production in an orderly manner.

1. Starting from 00:00 on December 1, 2021, the following industry units that meet the conditions and have been reviewed and approved by the relevant industry authorities may resume work and production.

(1) Large supermarkets without confirmed cases of new crown pneumonia and activity trajectories (internal entertainment facilities are temporarily closed), medium-sized supermarkets, pharmacies and grocery stores and fruit and vegetable shops open to residents in residential areas (the above do not include imported food), hairdressing units with quantitative grading management and assessment as A grade (single scissors), salt designated wholesale enterprises, official seal engraving, lock repair units, special equipment, quality and technical inspection and testing institutions.

(2) City bus line 1-9 (reduce the number of departures by 50% and shorten the operating time), urban taxis (implement single and double number restrictions), undertake universal services, own e-commerce platforms, express delivery companies 365 days a year, passenger shuttle buses in Heihe area (controlled by 50% of the rated number of passengers, "point-to-point" direct access, it is strictly forbidden to get on and off passengers in the middle), cargo transportation station yard; on December 1, the resumption of harbin east to Heihe K7031 trains, Heihe to Harbin K7034 trains, On December 2, Flight MU5613/4 of the Shanghai-Harbin-Heihe route operated by China Eastern Airlines resumed the operation of the Heihe to Harbin East K7032 and Harbin to Heihe K7035 trains, and the resumption of trains and flights strictly implemented the "two codes, one certificate, one report" (health code, itinerary code, ID card, negative nucleic acid test report within 48 hours).

(3) Banking institutions shall open their business outlets in the proportion of 40% and self-service banks at a rate of 30%;

(4) Communications enterprises shall open their business outlets in accordance with the proportion of 50%; information software service enterprises.

(5) Agricultural product processing enterprises involved in the autumn harvest of agriculture, key enterprises on the regulations, and key industrial enterprises that are expected to enter the regulations and make greater contributions to finance and taxation before the end of the year, testing grounds and exclusive testing grounds that have accommodation and dining conditions and can implement closed management.

(6) Construction units of construction projects that urgently need to carry out wintering protection.

(7) Slaughtering enterprises, grain collection and storage enterprises, pet clinics, and veterinary pharmacies outside urban areas.

2. For qualified foreign economic and trade enterprises, asset appraisal, accounting affairs, securities, engineering consulting, design, cost consulting, judicial appraisal, arbitration institutions, law firms (legal services), scientific and technological consulting, technology transfer service industry units, they can operate online.

Third, during the epidemic period, in order to ensure that the social operation of the industry units that have not been suspended, it is necessary to strictly implement various epidemic prevention and control requirements and normalized control measures, and do a good job in all aspects of epidemic prevention and control.

Fourth, industry units that are not included in the first batch of resumption of work and production shall implement the strictest control measures, and before the time for resuming work and production is clarified, all businesses will be prohibited, and if they find that they have operated in violation of the law, they will all be suspended for rectification, postpone the resumption of work and production, and seriously deal with the responsible persons in accordance with relevant regulations.
