In my interview book, a small building on Yangjia Lane Road is a "special existence." More than 20 years ago, it was the transitional house of The Pudong Senior Talent Development Company, and the wonderful "New Seventy-Two Tenants" was deduced from the master's students, doctoral students or senior engineers introduced from all over the country. Room 402, where a "Kochi couple" in Anhui province is settled, always has the lights on the earliest and the latest, because the wife has to take the children out at 5:30 every day, squeeze the bus to go to school, and the husband is picking up lights for industrial software upgrades. This said to the senior talents who gave up the promotion opportunity in their hometown and gave up two sets of housing to come to Shanghai: "It doesn't matter if you are tired, Shanghai has developed, we have a future." ”

Reform and opening up, Shanghai leads the way, soon into the era of talent economy, one or more scientific and technological talents, with scientific research results, combined with government policy resources and capital investment, can burst out competitive products, vigorous enterprises and even full of stamina industry, such as the "talent economic chain", the source of the chain is scientific and technological talents, the intermediate links have talent and scientific and technological resources, government policy resources, social capital resources, and the terminal is a product, enterprise, market with high scientific and technological content.

Yes, the rapid development of Shanghai has always attracted talents from home and abroad like a magnet. Shanghai's current permanent population exceeds 24 million, and the total number of talents reaches 6.75 million. More than 310,000 work permits for foreign talents have been issued, accounting for 1/4 of the country. In the "Ranking of Talent Attraction in China's Cities" over the years, Shanghai is also the main first choice for talent inflow. General Secretary Xi Jinping has repeatedly emphasized that "talent is the first resource", and there are vivid cases in Shanghai.

Since the Eighteenth National Congress of the Communist Party of China, Shanghai's talent work has adhered to the fundamental observance of General Secretary Xi Jinping's new ideas, new strategies and new measures for talent work in the new era, firmly established the strategic position of talent leading development, and deeply promoted the reform of the talent development system and mechanism with "authorization loosening" as the core. From the "20 Talents" in 2015 to the "30 Talents" in 2016, and then to the 2018 Shanghai Talent Development Conference to introduce the Talent Peak Project Action Plan, providing "tailor-made, one person, one policy" service for peak talents in 13 key areas, and "solving case-based problems with personalized breakthroughs". Last year, Shanghai issued the "Several Opinions on the Implementation of the Talent-Led Development Strategy in Shanghai in the New Era" to further strengthen the concentration of talents at home and abroad.

"(Shanghai) has the ability to steal talent from the 'big guy'!" This is the United States "Business Week" reporter Roberts many years ago personally saw, the world medical device tycoon Gai Dante company senior Chinese director Zhang Yi (sound) applied for Shanghai minimally invasive medical device companies, this walk brought about the "butterfly effect", a number of American medical company talents (not only Chinese ancestry) have settled in Shanghai. Curiously, their treatment here has no advantage - both housing and annual salary are halved than in the United States, but Zhang Yi clearly told Roberts that Shanghai's career opportunities are greater, "you can take on higher responsibilities, there are upstream and downstream industrial chains, and there are more 'technology application scenarios'", "Enterprises here can develop at an accelerated pace, wage declines can be quickly compensated, and this is suitable for ambitious people."

In this era, the three major resources of science and technology, policy and capital are indispensable, but the driving force behind it is talent, or in other words, the decisive factor of the allocation of three major resources is talent, and capital and policy resource elements go with talent. An investment manager told me: "We are not short of funds, lack of good projects, where?" In the hands of talent. "Shanghai, which is committed to becoming a strategic link between the domestic large circulation center node and the domestic and international double circulation, has formed a complete talent introduction strategy and policy system, especially the open environment and convenient services, which have greatly increased the attractiveness of all kinds of talents." Israeli biochemist Aaron Cechanovo, a Nobel laureate in chemistry, wants his lab to collaborate with Shanghai institutions to develop new drugs against cancer. Shanghai's "eclectic" young talents special project gives great support to young talents, Shanghai's settlement policy is more relaxed, the supply of affordable rental housing that talents care about is greater, and the policy space and creative space to support innovation and entrepreneurship are more...

In the face of the process of economic globalization, Shanghai is fully aware of the significance of talent flow. In globalization, cities are characterized by "agglomeration" - the concentration of resources, knowledge, enterprises, institutions, services and other elements, which can provide a centralized advantage that is crucial to the enterprise, especially the concentration of talents. For a company, whether the geographical region and the associated "ecosystem" (universities, business schools, research centers, etc.) concentrate talents is the main consideration in choosing to settle down. In this regard, urban soft power plays a prominent role. The head of a German company that invested in Shanghai told me that the first thing they cared about was the supply and availability of talent. Next, if a city has the advantages of high-quality schools, good social security, friendly and open cultural atmosphere, less pollution, etc., then more talents will be attracted. The third factor for companies to consider is the level of global connectivity, and in terms of the Asia-Pacific region, Shanghai is undoubtedly thriving, not only in the middle, but also in a good digital infrastructure, allowing companies to achieve a higher level of development.

But it may be more prominent that what attracts talents in Shanghai is its "people's city" nature, which pursues the satisfaction of the people, and the city is not only "created by thousands of people", but also "better displayed in thousands of people". "Let talents be proud of Shanghai, come to Shanghai at first sight, and be full of yearning for not coming to Shanghai." This goal is not far away, and it will certainly be achieved!
