Gu Yaohui: Solve the problem of land fragmentation in the South China Sea and firmly promote the comprehensive improvement of land in the whole region

"I hope that this team, under the leadership of the district chief, will bravely cut through thorns and thorns and bravely move forward to escort the comprehensive land improvement of the whole South China Sea!" On November 23, gu Yaohui, secretary of the Nanhai District Party Committee, awarded the banner of "Joint Law Enforcement Team for Comprehensive Land Consolidation in the Whole Territory" to Wang Yong, the district governor, on behalf of the district committee, at the Dali River West Yanjiang Area Transformation Project.

At present, Nanhai District is deepening the reform of urban-rural integration with greater efforts, carrying out comprehensive land consolidation in the whole region, accelerating the elimination of backward production capacity, realizing the reengineering of the spatial pattern and industrial agglomeration in the whole region, and promoting the high-quality development of the real economy. The oath-taking meeting fired the first shot of comprehensive land improvement in the whole region.

In an interview with the media at the scene, Gu Yaohui mentioned that the South China Sea has accumulated some contradictions and problems in the past development process, especially the problem of land fragmentation is more prominent, which has also become an important factor restricting the high-quality development of the South China Sea. In recent years, the South China Sea has also vigorously promoted village reform, but with a long-term perspective, to solve the problem of land fragmentation in the South China Sea, it is not enough to rely solely on village reform, we must promote the comprehensive improvement of land throughout the territory, improve the efficiency of comprehensive land utilization, make cities more urban and rural, and win more space for future development.

What is comprehensive land consolidation? Gu Yaohui said that the comprehensive improvement of land in the whole region is different from the village reform mentioned in the past, which includes three major parts, namely, the consolidation of construction land, the upgrading of agricultural land, and the protection of ecological land. To this end, it is necessary to promote it through four major measures: First, under the premise of ensuring quality, further increase the intensity of village reform. The second is to promote the reform of homestead land through the "two-legged walk" of policies and markets, so as to make room for future development and improve the quality and efficiency of living in villages. The third is to increase the rectification of agricultural land, form contiguous agricultural industrial parks, and improve the appearance of rural areas. The fourth is to make good use of limited land use indicators to further increase the degree of land intensification.

In the face of the current reality, how will the South China Sea break through the land issue? Gu Yaohui said that in the next step, we will continue to make great efforts to promote village reform in three aspects. The first is to improve the quality of village reform, under the premise of ensuring that the goal and task of village reform is basically completed by the end of 2023, highlight the continuous transformation; the second is to increase the intervention of state-owned assets and give play to the strong leading role of state-owned assets; the third is law enforcement first, at present, the Nanhai District has specially set up a joint law enforcement team for comprehensive land consolidation led by Wang Yong, deputy secretary of the district party committee and mayor of the district, to escort the comprehensive land improvement of the whole South China Sea.
