At least three founding emperors in Chinese history were not called emperors in the capital.
Liu Bang (256 BC or 247 BC) was a native of Zhongyangli, Fengyi, Pei County, Pei County (沛郡, in modern Feng County, Xuzhou, Jiangsu).
In 209 BC, Liu Bang rebelled against Qin, and in 202 BC, Liu Bang was proclaimed emperor in Dingtao, the state name was Han, the history was called Western Han, the capital was Luoyang, and later moved to chang'an (present-day Xi'an).
Liu Xiu (5–57 BC) was a native of Caiyang ,present-day Zaoyang, Hubei, disputed), born in Jiyang County, Chenliu County (present-day Lankao County, Henan Province), who had been a soldier in Nanyang in 23 years, and established the Eastern Han Dynasty in 25 years in Yan County (present-day Baixiang County, Hebei), and established the capital Luoyang (present-day Luoyang).
