This year, on the basis of comprehensively promoting the reform of the commercial system and the relatively centralized administrative licensing rights, Weihai has comprehensively implemented the reform of "separation of licenses and licenses" throughout the city in combination with the actual conditions of Weihai, established simple and efficient, fair and transparent, wide and strict management of the industry quasi-operation rules, and further improved the convenience and predictability of market entities. Recently, the Weihai Municipal Government issued the "Weihai City Comprehensive Implementation of the "Separation of Licenses" Reform Work Plan" to further promote the "separation of licenses and licenses" reform to expand the scope and improve quality.

In this reform task, the classification management of business licenses related to enterprises will be implemented. The reform involves 536 enterprise-related business licenses, and implements comprehensive reforms in accordance with four methods: direct cancellation of 70 approvals, 14 examination and approval for filing, 37 implementation of notification commitments, and optimization of 415 approval services, so as to reduce the approval and issuance of certificates and reduce the difficulty of approval. For matters that directly cancel examination and approval, enterprises can carry out relevant business activities after applying for a business license, and administrative organs, enterprises, public institutions, and industry organizations must not require enterprises to provide relevant license certificates. Taking advertising release as an example, after the implementation of the reform of separation of licenses and licenses, as long as the business license business scope has relevant content related to advertising release, after obtaining the business license, you can carry out business without the need to apply for a license. In principle, the matter of examination and approval is changed to filing, and the enterprise can carry out business after obtaining a business license; if it is really necessary to file for the record in advance, the enterprise can carry out business after completing the filing procedures. For example, enterprises that sell health food, infant formula milk powder and other infant formula foods originally need to apply for food business licenses, but now they only need to be filed for the record, and there is no need to renew the certificate every five years after filing. Implement the matters of notification commitments, inform enterprises of quantifiable and operable business license conditions without bottom-up clauses at one time, and clarify regulatory rules and the consequences of breach of commitments. For example, when the establishment and change of the audio-visual production unit is approved, if the enterprise lacks a certain declaration material, as long as it voluntarily promises to meet the licensing conditions and promises to submit the materials as required, the window can make a licensing decision on the spot. Optimize the matters of examination and approval services, and adopt measures such as delegating approval authority, streamlining licensing conditions and approval materials, optimizing the approval process and reducing the time limit for approval, and canceling or extending the validity period of permits, so as to facilitate enterprises' handling of affairs and reduce their burden of handling affairs.

It is understood that the reform of "separation of licenses and licenses" will bring enterprises two benefits: deepening the reform of the commercial registration system and promoting the collection and application of electronic licenses. Deepen the reform of the commercial registration system. Implement standardized registration of business scope, and register in accordance with the business scope entries specified in the Catalogue of Standardized Expressions of Business Scope Registration (Trial Implementation). Where an enterprise carries out non-licensed business activities beyond the scope of its business, the market supervision department shall not punish it. Relevant competent departments must not use the business scope of enterprise registration as a reason to restrict them from handling matters related to enterprise business licenses or other government affairs services; promote the aggregation and use of electronic certificates and licenses. Promote the collection and sharing of electronic license information across levels, regions, and departments, promote enterprise electronic bright lighting certificates in government services, administrative law enforcement, socialized services and other fields, and all information that can be obtained through electronic certificates will no longer require enterprises to provide corresponding materials.
