Reporter: What work has been done this year around the innovation of primary and secondary school staffing management?
Huang Zhizhong: With the continuous acceleration of the city's economic and social development and the process of new urbanization, especially the acceleration of education modernization, the structural shortage of primary and secondary school teachers and staff between regions, urban and rural areas, and disciplines in our city has become increasingly prominent, and it is urgent to solve it through reform and innovation. In order to run a satisfactory education for the people and realize learning and teaching at a higher level, since the beginning of this year, the Municipal Party Committee Compilation Office has continued to innovate the staffing and management of primary and secondary schools on the basis of the reform of "county management and school employment", and together with the municipal education, finance, human resources and social security departments, issued the "Implementation Opinions on Further Tapping Potential and Innovating to Strengthen the Management of Primary and Secondary School Teachers and Staff".
The first is to establish a dynamic adjustment mechanism for the city. The staffing of primary and secondary schools at the municipal and county levels will be included in the city's "general plate" management, increase the overall allocation and cross-regional adjustment, and strive to solve the problem of unbalanced guarantees between urban and rural areas and counties.
The second is to increase the potential of reform. Huang Zhizhong: Through reform, the staffing management of primary and secondary schools in our city has achieved solid results. First, the allocation of resources is more scientific. Through dynamic adjustment and scientific allocation, the allocation of compilation resources is adapted to the adjustment of the school layout structure and the change of the scale of the school section, and the problems such as the uneven distribution of the compilation resources are effectively solved. Second, the establishment of resources has been effectively revitalized. Through reform and potential, the city has revitalized more than 1,000 undertakings and coordinated the establishment of 975 primary and secondary school teachers and staff, effectively revitalizing the precipitated and idle staffing resources. Reporter: What are the city's practices in promoting the reform of comprehensive administrative law enforcement in town streets? The result?
Huang Zhizhong: In 2020, in accordance with the Opinions of the Provincial Party Committee on Deepening the Reform of the Township Street System and Improving the Grassroots Governance System, the Municipal Party Committee Organized and Office coordinated the reform of comprehensive administrative law enforcement in town streets, and initially realized the grass-roots team to manage law enforcement. Since the beginning of this year, the Municipal Party Committee Has adhered to the problem-oriented approach, focusing on the problems of "qualified and incompetent" "responsibility and incapacitation", "having a team and no personnel" in town street law enforcement, starting from the aspects of establishing institutions, delegating powers, sinking the establishment, and strengthening law enforcement capacity building, and continuing to deepen reform.
The first is to achieve "institutional" law enforcement. Law enforcement agencies and teams have been set up in all 105 towns and streets of the city, and a comprehensive administrative law enforcement committee has been set up to strengthen law enforcement coordination. In the future, town streets can directly carry out comprehensive administrative law enforcement in their own name, and law enforcement chaos such as repeated law enforcement at the grass-roots level and "water control in Kowloon" has been effectively solved.
The second is to achieve "power" law enforcement. A total of 547 county-level law enforcement powers such as administrative punishments, administrative compulsions, and administrative inspections have been delegated to the town streets, so that the town streets have both law enforcement qualifications and law enforcement powers, so that law enforcement can be "famous".
The third is to achieve "powerful" law enforcement. At the municipal and county levels, more than 900 law enforcement personnel have been delegated to town streets, and a number of law enforcement personnel have been sunk, and after the reform, each town street is equipped with at least 6 law enforcement personnel, and equipped with corresponding law enforcement personnel, so that the town street law enforcement "has a staff".
The fourth is to achieve "capable" law enforcement. Counties (cities, districts) have trained more than 2,300 town street law enforcement personnel, organized more than 2,200 law enforcement certificates, effectively improved the law enforcement capacity of town streets, and the institutional dividends of reform are accelerating into governance efficiency.
Reporter: Next, what measures will be taken to further deepen the comprehensive administrative law enforcement reform of town streets?
Huang Zhizhong: In the next step, the Municipal Party Committee Compilation Office will continue to deepen reform in the spirit of "nailing nails" for a long time, and promote the profound "chemical reaction" of reform.
The first is to continue to strengthen law enforcement capacity building. Together with the municipal judicial and other departments, continue to increase guidance for law enforcement work in various counties (cities, districts), focusing on supervising and urging all localities to do a good job in undertaking law enforcement powers in town streets, training in business, recruiting personnel, equipping equipment and equipment, and qualification examinations and certificate applications for law enforcement personnel, so as to effectively improve the "soft power" of law enforcement in town streets.
The second is to continue to strengthen the standardization of law enforcement. Supervise and guide all counties (cities, districts) to familiarize themselves with the use of administrative law enforcement supervision network platforms and administrative law enforcement publicity platforms as soon as possible. At the same time, accelerate the construction of administrative law enforcement information platforms, use information means to help the implementation of administrative law enforcement publicity systems, whole-process recording systems, and legal review systems, continue to promote the standardization and institutionalization of law enforcement, and effectively improve the "standardization rate" of law enforcement in town streets.
The third is to continue to strengthen law enforcement supervision and inspection. Supervise and urge all counties (cities, districts) to strengthen supervision and inspection of law enforcement work in town streets, standardize specific law enforcement procedures and behaviors such as routine inspections, case acceptance, case filing, investigation and review, decisions, and publicity, and truly enhance the "satisfaction" of law enforcement in town streets.
