Reporter: What work has been done this year around the innovation of primary and secondary school staffing management?

Huang Zhizhong: With the continuous acceleration of the city's economic and social development and the process of new urbanization, especially the acceleration of education modernization, the structural shortage of primary and secondary school teachers and staff between regions, urban and rural areas, and disciplines in our city has become increasingly prominent, and it is urgent to solve it through reform and innovation. In order to run a satisfactory education for the people and realize learning and teaching at a higher level, since the beginning of this year, the Municipal Party Committee Compilation Office has continued to innovate the staffing and management of primary and secondary schools on the basis of the reform of "county management and school employment", and together with the municipal education, finance, human resources and social security departments, issued the "Implementation Opinions on Further Tapping Potential and Innovating to Strengthen the Management of Primary and Secondary School Teachers and Staff".

The first is to establish a dynamic adjustment mechanism for the city. Since the beginning of this year, the Municipal Party Committee Has adhered to the problem-oriented approach, focusing on the problems of "qualified and incompetent" "responsibility and incapacitation", "having a team and no personnel" in town street law enforcement, starting from the aspects of establishing institutions, delegating powers, sinking the establishment, and strengthening law enforcement capacity building, and continuing to deepen reform.

The first is to achieve "institutional" law enforcement. Law enforcement agencies and teams have been set up in all 105 towns and streets of the city, and a comprehensive administrative law enforcement committee has been set up to strengthen law enforcement coordination. In the future, town streets can directly carry out comprehensive administrative law enforcement in their own name, and law enforcement chaos such as repeated law enforcement at the grass-roots level and "water control in Kowloon" has been effectively solved.

The second is to achieve "power" law enforcement. A total of 547 county-level law enforcement powers such as administrative punishments, administrative compulsions, and administrative inspections have been delegated to the town streets, so that the town streets have both law enforcement qualifications and law enforcement powers, so that law enforcement can be "famous".

The third is to achieve "powerful" law enforcement. The first is to continue to strengthen law enforcement capacity building. Together with the municipal judicial and other departments, continue to increase guidance for law enforcement work in various counties (cities, districts), focusing on supervising and urging all localities to do a good job in undertaking law enforcement powers in town streets, training in business, recruiting personnel, equipping equipment and equipment, and qualification examinations and certificate applications for law enforcement personnel, so as to effectively improve the "soft power" of law enforcement in town streets.

The second is to continue to strengthen the standardization of law enforcement. The third is to continue to strengthen law enforcement supervision and inspection.
