In 1958, on the way to Zhengzhou to attend a conference, Chairman Mao asked Geng Qichang, secretary of the Neihuang County CPC Committee, in the train conference room: "Neihuang, is there any outer huang?" Geng Qichang replied: "There is only inner yellow, no outer yellow." "There is no outer yellow, where is the inner yellow!" Chairman Mao's humorous reply caused everyone to laugh.

The Qin Dynasty implemented a county system, with waihuang county set up in Huangyi, and the seat of government was in Neihuangji, northwest of present-day Minquan County, Henan, which belonged to Yan County;
During the Western Han Dynasty, it belonged to Chen Liu County, and Du Wei ruled here;
The Western Jin Dynasty belonged to Chen Liuguo, the Northern Wei Dynasty was abolished, the Sui Dynasty was restored, it belonged to Cao Prefecture, and the Sui Dynasty initially belonged to Jiyin County;
At the beginning of the Tang Dynasty, it belonged to Qi prefecture, and Tang Zhenguan abolished the county in the first year (632).
Neihuang got its name because of the changes of the ancient Yellow River, where a large yellow water depression was left, named Huanggou, Huangze, and Huangchi; and because the han Dynasty established the county under the wei county, based on Weidi, self-observation, the yellow river to the north as the inside, the yellow river to the south as the outside. Neihuang is north of the Yellow River. At the same time, in the south of the Yellow River, there was Waihuang County (present-day east of Qixian County, northwest of Minquan County), named Waihuang.
