Beijing News Express According to the "Guangdong Market Supervision" WeChat public account, in order to guide Guangdong platform enterprises to further standardize online promotional behavior, on November 5, the Guangdong Provincial Market Supervision and Administration Bureau convened 16 key e-commerce platform enterprises in Guangdong jurisdiction, such as Alibaba South China Company, Vipshop, and Meituan Preferred, to hold an administrative guidance meeting to inform the enterprises of violations, remind and warn them, and provide administrative guidance on standardizing the "Double 11" network centralized promotional activities.

The meeting deeply studied the spirit of General Secretary Xi Jinping's important speech on promoting the healthy development of the platform economy, reported on the supervision of Internet platform enterprises in Guangdong, and pointed out that there are problems such as unfair competition in the business activities of platform enterprises, such as fake products, shoddy, false advertising and false publicity, poor after-sales service, and false prices. The relevant business departments and offices have carried out administrative guidance on the above-mentioned acts of the platform enterprises one by one, and put forward specific requirements for preventing the above-mentioned business risks.

The meeting focused on the compliance construction of platform enterprises, fair trade, consumer protection rights protection and appeal resolution, price supervision, advertising governance, product quality, honest and legal operation, intellectual property protection and other aspects of the "ten dos" (see the annex for details), and reminded consumers that in the "Double 11" online shopping peak period, before consumer shopping, select those merchants with complete licenses, bright certificates, and public announcement of relevant goods and services standards to carry out transactions, and be a shrewd consumer.

During the "Double 11" network centralized promotional activities and the daily business activities of platform enterprises, the market supervision department requires enterprises to:

First, to fully implement the main responsibility, establish a compliance management system, and illuminate the operation of the certificate.

2. Achieve fair competition, and do not restrict or exclude business operators from participating in promotional activities carried out by other online trading platforms.

Third, to establish ODR and other complaints and reports to deal with in a timely manner, consumer complaints and reports.

Fourth, clearly mark prices, and must not use false or misleading price means to lure consumers or other business operators into trading.

V. Fulfill the obligation of advertising verification, and do not publish false and illegal advertisements.

Sixth, to improve the product quality control mechanism within the platform, not to reduce the quality of goods due to promotions, not to sell counterfeit and shoddy goods, and to effectively perform the statutory responsibilities and obligations of the platform.

VII. Operate in good faith, and must not use false commercial information, fictitious transactions, or evaluations to make false or misleading commercial publicity, deceiving or misleading consumers or the relevant public.

Eighth, achieve legal operations, and do not sell wild animals and plants, "electronic cigarettes", "exclusive" and "special" goods, military and police uniforms and other prohibited goods on platforms and online stores.

IX. Take measures to ensure the security of consumer information, and do not arbitrarily collect, use, or leak consumers' personal information.

X. Establish rules for the protection of intellectual property rights and strengthen the protection of intellectual property rights.
