In recent years, whether it is the global pandemic of the new crown pneumonia epidemic or various natural disasters caused by extremely bad weather, people have gained new thinking and understanding of development and security issues. The domestic and international environment we face is characterized by a high degree of complexity and uncertainty. While the various kinds of anomalies brought about by emergencies may be relatively short-lived, the social state composed of a series of non-states is normalized. The Fifth Plenary Session of the Nineteenth Central Committee of the Communist Party of China proposed that it is necessary to make overall plans for development and security and build a higher level of safe China. In his important speech at the conference celebrating the 100th anniversary of the founding of the Communist Party of China, General Secretary Xi Jinping stressed that "we must enhance our sense of distress, always think of danger in times of peace, implement the overall concept of national security, coordinate development and security, and coordinate the overall situation of the great rejuvenation strategy of the Chinese nation and the unprecedented major changes in the world in a hundred years." This means that the relationship between integrated development and security has become one of the important dimensions testing the governance capacity of countries on the new journey, so we urgently need to reflect on the relationship between development and security.

For a long time, development and security have often been seen as a pair of contradictions in which "fish and bear paws cannot be combined". Integrated development and security are precisely to achieve synergy and mutual promotion of the two. On the one hand, it is necessary to pay more attention to security, and on the other hand, to further promote development, which requires the correct handling of the relationship between development and security. At the same time, in order to make overall development and security, we must fully understand and effectively play the key role of scientific and technological innovation, and enable the majority of party members and cadres and even all citizens to enhance their safety awareness and take security actions. To this end, we should do a good job from the following four aspects, which can be described as a "quartet" of overall development and security.

First of all, we should correctly understand the importance of security to development and put security in a more important position. In the past, people often paid attention to the speed of development, but to a certain extent, they ignored the quality of development, especially the lack of safety caused by high-speed development. In the early stage of economic and social development, the contradiction between development and security is not prominent, and there may be some room for maneuver in ignoring security, and development has not been affected. However, as the contradiction between development and security becomes more and more prominent, ignoring the development of security can easily bring disastrous consequences. We should therefore continue to raise the strategic priority of security as a priority in the decision-making processes of governments at all levels.

In the process of emergency management, we should make up for the shortcomings, arrears and deficiencies of emergency management, invest more human, financial and material resources in the field of emergency management, improve the readiness of risk early warning, emergency drills, emergency disposal, etc., and enhance the resilience of development. For example, China's adherence to the development concept of people's life and health first in the prevention and control of the new crown pneumonia epidemic, emphasizing the pricelessness of human life, and doing everything possible to take measures to strengthen safety and keep the bottom line, is a concentrated embodiment of placing safety in a more important position.

Second, we should consolidate the security foundation through development, ensure security through development, and balance the relationship between development and security. We should increase the importance of security in the course of development, and the improvement of security mainly depends on the guarantees brought about by development. Emergency management resources accumulated through development and emergency management capabilities enhanced through development are indispensable to security. Environmental pollution and insecurity caused by traffic accidents have led to a greater shift in development to environmental governance and traffic management, which in turn has promoted relevant policies and technological innovations, so that these safety problems have been systematically solved.

At present and for a long time to come, it is still an important strategic opportunity period for China's development, so it is necessary to accelerate development under the protection of security. There is not only friction and tension between security and development, but a strong two-way interaction and complementarity. When the development reaches a certain stage, the awareness and ability of emergency management are raised to a certain level, and many safety problems will be solved. For example, in the prevention and control of the new crown pneumonia epidemic, it is necessary to improve the scientificity, accuracy and efficiency, especially the ability to use emerging information technology to prevent the epidemic.

Third, fully understand the importance of scientific and technological innovation in overall development and security, increase investment in scientific and technological innovation, innovate scientific and technological management systems and mechanisms, and effectively solve the "stuck neck" problem of a number of key basic technologies. The large-scale and rapid movement of population, the interconnection of the Internet era, and the involvement of emergency management all mean that the security challenges of the new era are difficult to deal with with the traditional "human sea tactics", and the security of scientific and technological innovation is lacking. In other words, overall development and security require scientific and technological support, and scientific and technological innovation is also a "last resort" to break the contradiction between development and security.

At present, there are still some institutional and institutional problems that hinder scientific and technological innovation, so that many imminent safety problems have not become the target of scientific research, and some scientific and technological achievements have not yet been effectively transformed into sharp weapons to solve safety problems. To this end, we need to stimulate the motivation of scientific research institutions through institutional reform, activate the potential creativity of scientific researchers, and enable more scientific and technological innovation to emerge and be used in all aspects of emergency management such as early warning, prevention, response, and recovery. In particular, the security issues in the development process will be taken as the main battlefield for scientific and technological research, and based on the new national system, more scientific research institutions will be attracted to study security science and technology issues in depth, and the level of national security will be comprehensively improved while driving science and technology and economic development.

Finally, enhance the safety awareness of the whole society and improve the safety skills of all people. Security is not simply a private issue of a certain person, but has a strong publicity and diffusion, and is a public issue that the whole society should pay attention to. Safety is related to you and me, it can be said that safety is for everyone, and everyone must be safe. Therefore, it is necessary to comprehensively enhance the scientific quality of citizens, strengthen the popularization of scientific common sense, so that they can accept correct information and take rational actions, and be able to save themselves and rescue others in emergency management. When everyone can become a strong backing that security can rely on, all kinds of man-made emergencies will be greatly reduced, the threats and challenges posed by emergencies will be greatly reduced, and the relationship between security and development will be more coordinated.

The relationship between overall development and security tests the governance ability of party and government departments and staff at all levels, and is also an important embodiment of the modernization of the national governance system and governance capabilities. For the majority of party members and cadres, it is necessary to enhance the ability to control risks, not only to promote high-quality development alone, but also to accurately identify, accurately predict, efficiently respond to and properly respond to various risks. This means that the vast number of party members and cadres must scientifically understand and effectively coordinate development and security, and can neither sacrifice security for the sake of development, nor can they develop in disorder for the sake of security.

In order to enable the majority of party members and cadres to straighten out the relationship between development and security and effectively coordinate development and security, it is necessary to increase training and study in these aspects, so that they can arm their minds with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and master relevant practical combat skills through sand table drills and actual combat exercises, so as to be safe from chaos and respond freely in emergency management. It is necessary to enhance the ability of scientific decision-making and evidence-based management, make decisions based on the latest scientific evidence, and enhance the scientificity and effectiveness of various policies.
