In October 1937, Li Cheng was sent to work in the Central Youth Committee, and successively served as an officer of the Academic Affairs Office, the secretary of the Party Branch of the Second Company, and the deputy chief of the Personnel Section in the Anwubao Youth Training Class.

In February 1939, he was transferred to the Second District Regiment of the Northwest Youth Field Work Group as the general secretary and secretary general of the party.

In January 1940, he returned from the Youth Committee to the Intelligence Protection System (Ministry of Social Affairs), where he worked with Lin Yi and Wang Yantang (Lian Xiang-brother-in-law, later deputy directors of the Central Investigation Department) in the Zaoyuan Office; worked with Xu Ming in the Notification Group; and worked with Liang Huazhi and Luo Qingchang in the Political Research Office.

In November 1942, in order to strengthen the former General Intelligence Work, Li Cheng was sent to the Dispatch Section of the Former General Intelligence Office as a staff officer. His job was to be responsible for liaison between the headquarters and the dispatched personnel in various places, and he conveyed the instructions of the headquarters to the intelligence personnel who had penetrated into the enemy's interior, and then brought back the information obtained by the intelligence personnel. He often traveled to and from intelligence stations and transportation stations in Beiping, Tianjin, Xingtai, Handan, Anyang, Kaifeng and other places.

This is an extremely important and dangerous position, and it is also a link between the lurker and the decision-maker. Li Cheng often returns to the headquarters to report on his work, and then has to leave again after staying for a few days. Once, I got off the train in the early morning, knocked on the door at the contact point, and had to turn back to the train station and snuggle up to the baked sweet potato stove until dawn.
