It is clearly required that the school uniform procurement unit should meet the relevant standards when purchasing school uniforms, and indicate the implementation standards of school uniforms in the contract; the supply and acceptance of school uniforms should implement the "clear identification" system, and the school uniforms purchased by each procurement unit should have a complete complete garment qualification mark, and have a qualified report on the quality inspection of this batch of garments issued by statutory inspection agencies; encourage the implementation of the "double inspection" system, on the basis of the inspection of the supplier enterprise, the procurement unit can combine the actual situation and send a certain number of school uniforms to the statutory inspection agency for inspection.
The above documents make it clear that the legitimate rights and interests of parents should be fully protected. Schools should determine the choice of school uniforms on the basis of in-depth demonstration and full communication with the parent committee, and students should voluntarily purchase school uniforms. In 2020, the law enforcement inspection agency of the national market supervision department dispatched a total of 18,081 law enforcement personnel (times) to investigate and deal with 126 illegal cases in the school uniform law enforcement operation, and the value of the goods involved was 1.3912 million yuan.
The Ministry of Education said in the reply letter that in the next step, the Ministry of Education will work with relevant departments to further strengthen the management of school uniforms for primary and secondary school students. Standardize the selection and procurement of school uniforms for primary and secondary school students, and strive to solve the problems of disguised compulsory purchase, high prices, too many styles, frequent changes, and irregular procurement procedures in the process of school uniform selection and procurement.
