On January 19, 1929, Wang Fuyuan led a team to arrest Deng Enming and 17 other comrades, resulting in serious damage to the organs of the Shandong Provincial Party Committee of the CPC. When the central authorities learned of the news, they immediately held an emergency meeting to discuss countermeasures. After the meeting, the central authorities decided to remove this "cancerous tumor" and sent Zhang Ying, a special agent of the central government and a guard of Zhou Enlai, to Shandong to pick up rape.
