On the evening of August 16, 1929, a gunshot on Zhongshan Road in Qingdao broke through the silent sky.
The next day, a newsletter in the Declaration read: "... At 6:25 p.m. on the sixteenth, Wang Fuyuan was assassinated on Zhongshan Road..."
Wang Fuyuan, mentioned in the newsletter, was the head of the organization department of the Shandong Provincial Committee of the Communist Party of China, and was expelled from the party in 1928 for corruption, and then held a grudge. He turned to the Kuomintang and gradually became a pawn of the enemy in capturing communists, and Deng Enming, then secretary of the Shandong Provincial Committee of the Communist Party of China, was betrayed by him and died at the age of 30.
So, how did Wang Fuyuan gradually go astray due to corruption, and how was Deng Enming, who had worked with him, framed by him and died young? What happened to a traitor like Wang Fuyuan in the end? All this began in 1921, the red ship in Jiaxing, Zhejiang.
Dunn Ming
As we all know, there were 13 delegates to the First National Congress of the Communist Party of China, of which Deng Enming, mentioned above, was the only middle school student in school among the 13 delegates, and the only ethnic minority (shui) among them. That year, Deng Enming was 20 years old.
At that time, Deng Enming was undoubtedly a promising young man with lofty ambitions, which could be seen from his family letters to his father.
In a letter to his father, he wrote:
Father:
I haven't written a letter for another three months, and I know that my parents must be worried about it, but why shouldn't I miss my parents? The child has always been very good, wanting to parents and grandmother... All healthy as usual? Children are different from people, and what they hate most is fame and profit, so they have the expectations of their parents, but they have nothing to do with their aspirations.
Young, but can not be blinded by fame and fortune, Deng Enming is so ambitious, have to be admired.
Mao Zedong
In March 1927, Deng Enming attended the "Five Congresses" of the Communist Party of China held in Wuhan, and then he was invited to give a lecture at the Wuchang Peasant Movement Training Institute, and Mao Zedong admired him.
Five months later, Deng returned to Shandong and took over as secretary of the Shandong Provincial Committee of the Communist Party of China. At that time, the revolutionary situation was critical, and the Shandong Provincial Committee of the Communist Party of China asked the Central Committee on September 15 of that year, hoping to transfer Deng Enming out of Shandong in case of an accident.
The central authorities originally planned to send Liu Shaoqi as the secretary of the CPC Shandong Provincial Committee, but because Liu Shaoqi was hospitalized due to illness, Deng Enming could only stay in Shandong to preside over the overall situation.
Later, unfortunate things happened.
On January 9, 1929, deng Enming was arrested at the propaganda department of the provincial party committee for informing traitors. In the early morning of April 5, 1931, Deng Enming was taken to the execution ground and shot at the age of 30.
The traitor who betrayed Deng Enming was wang Fuyuan mentioned above.
Wang Fuyuan
In 1900, Wang Fuyuan was born in Licheng County, Shandong Province, and in his early years he studied private schools, which is considered to be some culture.
In 1919, the 19-year-old Wang Fuyuan worked as an electrician and communicator at Shandong Provincial No. 1 Middle School in Jinan, and under the influence of the progressive ideas of the time, Wang Fuyuan also actively participated in revolutionary activities and performed quite enthusiastically.
The wind knows the grass, and the board is honest. No one expected that Wang Fuyuan would go astray later.
Two years later, Wang Fuyuan, Together with Wang Gemei and Wang Xiangqian, co-founded Shandong Labor Weekly, a magazine that was very influential in the local area.
In 1921, Wang Fuyuan joined the Communist Party of China and was sent to Zhangdian by the party organization the following year to work. In 1925, he was sent to Qingdao as the secretary of the Qingdao Municipal Party Committee and the head of the organization department of the Shandong Provincial Committee of the Communist Party of China.
After taking power, Wang Fuyuan gradually showed his greedy side, and in the spirit of Mingzhe's idea of self-preservation, he began to secretly embezzle and corrupt.
On April 27, 1927, after Wang Fuyuan attended the Fifth Party Congress, the Party Central Committee gave him 1,000 yuan of activity funds, mainly for the Shandong Party organization to carry out revolutionary activities.
Who knew that after Wang Fuyuan returned to Shandong, he frequently went in and out of brothels and high-end restaurants, except for taking part of the activity funds to be stored in relatives' homes, the rest was squandered by him.
At that time, 1 piece of ocean was enough to buy 1 bag of foreign flour, but such a huge amount of money was used privately by Wang Fuyuan, who later even deceived the comrades in Qingdao: "The funds allocated by the superiors were stolen and stolen on the road." ”
Because our party's activities were relatively secretive at that time, at first everyone did not doubt Wang Fuyuan's words. However, what the author needs to emphasize here is that at that time, almost all of our party's funds came from the Comintern, and we were even more cautious about the use of funds, hoping that every sum of money could be spent on the blade of the knife.
Paper can't contain the fire after all.
In April 1928, Wang Fuyuan repeated the same technique, he went to the printing unit of the Shandong Provincial Party Committee and fabricated that the Central Military Commission was ready to buy guns and ammunition and wanted to take 2,000 yuan for emergency relief. Out of trust in comrades, the person in charge of the unit quickly raised 2,000 yuan to hand over to Wang Fuyuan.
Wang Fuyuan held a huge amount of money, first went to Shanghai for a trip, and then used the remaining money to do business, without any business acumen, he lost a bottom to the sky, Wang Fuyuan cried bitterly in his heart.
Such a huge sum of money did not come to fruition, and the comrade responsible for raising money quickly reported the matter to Deng Enming, secretary of the Shandong Provincial Party Committee. Deng Enming had close ties with the Shanghai party organization and had never received a notice to buy guns and ammunition, and in order to find out what had happened, Deng Enming personally went to Shanghai to verify the matter, and finally proved that Wang Fuyuan had lied.
After Deng Enming returned to Shandong, he sent someone to secretly investigate the evidence of Wang Fuyuan's corruption, and he broke out in a cold sweat after getting the results.
At that time, the party organization lacked funds, and many activities could not be carried out, but Wang Fuyuan was corrupt at such a juncture, which made Deng Enming bitterly resentful. If such scum is not removed, who can predict what kind of damage he will cause to the organization in the future.
Even so, Deng Enming still personally found Wang Fuyuan, tried to recover the money, and hoped that the other party would admit his mistake and deal with it lightly. Who knew that after Wang Fuyuan learned that the corruption was exposed, in the face of Deng Enming's reprimand, he first blushed and slylyly argued, and then saw the ironclad evidence, and lied that he was doing business and temporarily borrowing, and would soon return it.
After that, when the Qingdao party organization asked Wang Fuyuan about this matter, it was difficult to see his trace.

When Deng Enming saw the situation, he knew that Wang Fuyuan was absconding from the crime, and he expelled Wang Fuyuan from the party according to the regulations of the organization. It is worth mentioning that Deng Enming thus became the first person in the history of our party to fight corruption, and Wang Fuyuan also became the first person in the history of the CPC to be expelled for corruption.
The two "firsts", the former is righteous and awe-inspiring, and the latter will eventually be hung on the pillar of shame, so that future generations will wake up.
Returning to the truth, Wang Fuyuan, after learning that he had been expelled from the party, held a grudge in his heart, turned around and defected to the enemy, becoming a shameful traitor.
What is even more infuriating is that because he knows more about the party organization, Wang Fuyuan went so far as to persecute the revolutionary comrades of our party on a large scale after his defection and completely became the enemy's minions. He led the enemy to hunt down the underground organization of the Communist Party, hunted down communists everywhere, and bribed traitors with money and power, which became a "cancer."
On January 19, 1929, Wang Fuyuan led a team to arrest Deng Enming and 17 other comrades, resulting in serious damage to the organs of the Shandong Provincial Party Committee of the CPC. While secretly transferring important cadres, the Shandong Provincial CPC Committee reported the matter to the central authorities.
When the central authorities learned of the news, they immediately held an emergency meeting to discuss countermeasures. After the meeting, the central authorities decided to remove this "cancerous tumor" and sent Zhang Ying, a special agent of the central government and a guard of Zhou Enlai, to Shandong to pick up rape.
The fact that Zhou Enlai's guards could be dispatched to deal with this matter shows the importance that the central authorities attach to this matter. What is less known is that because Zhou Enlai had assumed the pseudonym Wu Hao, the hoeing operation was later called "Wu Hao's Sword".
Zhou Enlai
Before describing the entire hoeing operation, it is necessary for the author to briefly outline Zhang Yingqi.
In 1902, Zhang Ying was born in Majiazhuang, Gaoliji, Weixian County, Shandong Province (now Majia Village, Hanting District, Weifang City), his original name was Ma Zongxian, also known as Ma Guoxian.
Because he was obsessed with martial arts since childhood, coupled with his own physique suitable for practicing martial arts, Zhang Ying trained a martial art.
In 1923, at the age of 21, Zhang Ying went to Feng Yuxiang's Northwest Army as a soldier, because of his martial arts and boldness, in just two years, he was promoted to lieutenant platoon leader.
In November 1925, Zhang Ying was selected to study in the cavalry class of the Red Army Officers' School in Kiev, Soviet Union, because of his excellent performance. The following year, he joined the Communist Party of China.
Subsequently, Zhang Ying continued to study at the Vestra Senior Officer School, and returned to Shanghai in 1928 to do security work in the Central Committee of the Communist Party of China, mainly responsible for protecting Zhou Enlai.
In the eyes of Zhou Enlai, Zhang Ying not only had a firm revolutionary stance, possessed a martial art, and his marksmanship was surprisingly accurate, but he was also a native of Shandong, which was very suitable for this hoeing and rape mission.
After Wang Fuyuan defected to the enemy, Zhou Enlai was the first to think of Zhang Ying, because no one was more qualified for this work than him.
Zhang Ying
In March 1929, Zhang Ying came to Jinan from Shanghai and stayed in the Yuelai Inn, but no one could have imagined that the day after arriving in Jinan, Zhang Ying was unfortunately arrested.
It turned out that when the traitor Wang Fuyuan was destroying the secretariat of the Shandong Provincial Party Committee, the party comrades wanted to burn all the secret documents, but when the documents were about to burn out, Wang Fuyuan led a large number of spies to break out of the door and snatched out the documents in the brazier.
In the document, there is a secret letter written by Zhang Ying to the provincial party committee, which reads in code: "We have no business to do in Qingdao, and now we plan to find business here in Jinan. ”
After Wang Fuyuan finished reading the secret letter, a treacherous smile immediately hung on his face.
With this secret letter, Wang Fuyuan quickly determined where Zhang Ying and the others were staying and secretly arrested them. Zhang Ying was detained in the Sanyuan Palace Detention Center at that time, and during interrogation, the enemy first lured Zhang Ying with money and beauty, and when he saw that he was not moved by Quan Sex, the enemy immediately changed his face and began to punish Zhang Ying. Zhang Ying was beaten more than 400 leather whips and finally passed out.
Fortunately, although he was tortured, because Zhang Ying learned martial arts since childhood, he did not hurt his muscles and bones. That night, he pretended to go to the toilet three times before and after, and in order to paralyze the enemy, each time he crawled to the toilet.
The last time he went to the toilet, taking advantage of the high moon black wind and the negligence of the enemy, Zhang Ying took out a wire from the sole of his shoe, opened the handcuffs and shackles, and then he climbed over the prison wall and successfully escaped.
Later, with the help of his compatriots who opened a business in Jinan, Zhang Ying returned to Qingdao safely.
After recuperating in Qingdao for a few months, Zhang Ying began to prepare to get rid of Wang Fuyuan, the scum. However, he led the comrades of the action group to shandong for several months, but he could not find any trace of Wang Fuyuan, and just when Zhang Ying's heart was on fire, Zhou Enlai sent someone to carry a letter to him: "Calm down!" ”
Just as Zhang Ying and the others were adjusting their mentality and waiting for news, Xu Zixing, an underground party member who had infiltrated the enemy's interior, turned to intelligence: "On the afternoon of August 16, Wang Fuyuan wanted to go to the Xinshengtai Shoe Store at No. 110 Shandong Road in Qingdao to pick up shoes. ”
After learning the news, Zhang Ying and Wang Keren of the action group followed the instructions and began to carry out the hoeing operation.

It is said that this Wang Fuyuan, since he became a traitor, has been highly valued by the enemy's secret service and has a good life, but he is very afraid in his heart. After Zhang Ying escaped from prison, Wang Fuyuan was even more panicked, carrying bodyguards everywhere he went, and his vigilance was very high.
On the afternoon of August 16, after Wang Fuyuan arrived at Zhongshan Road with two of his men, he did not go directly to the shoe store to get shoes, but first chose to sit in a restaurant opposite for a while and observe the surrounding situation. When the cunning Wang Fuyuan found that there was no abnormality around, he asked his men to wait in the restaurant and go to the shoe store to get their shoes.
What Wang Fuyuan didn't know was that he had already been targeted by Zhang Ying and Wang Keren.
Wang Fuyuan crossed the street and strode closer to the shoe store. When the boss saw that it was Wang Fuyuan, he smiled and greeted him, and bent down to get him shoes. At this moment, Wang Fuyuan had a cold wind behind him, and a person approached the store.
Wang Fuyuan's heart tightened, and he quickly touched the pistol around his waist with his hand, and turned around to look at it carefully.
Only to see this person who came in, wearing a long shirt, thin, listless, did not speak, but turned to the side of the counter and began to choose shoes.
Wang Fuyuan could not have imagined in any way that the person in front of him, who did not look like a secret agent at all, was Wang Keren, a special agent. At this time, While looking at the shoes, Wang Keren used the afterglow to lock on to Wang Fuyuan's position and make sufficient preparations for the assassination operation.

Just when Wang Fuyuan let down his vigilance and hurriedly carried his shoe bag to the door, as soon as he stepped out of the store with his left foot, Wang Keren pulled out his pistol between the electric light and flint, aiming at Wang Fuyuan's back.
Just listening to the sound of "fluttering", Wang Fuyuan fell down in response.
After a gunshot, Xu Zixing, another special branch member, worried that Wang Fuyuan would not die, went to the front and made up another shot. The two men took their guns in their arms and turned and walked toward the center of the street.
Zhang Ying saw that the two people had succeeded, waved to the distance, three rickshaws drove over, the three people got on the car, and after a while they disappeared into the vast sea of people.
After completing the mission, Zhang Ying returned to the central government to resume his life.
On December 16, 1929, Zhang Ying, alias Liu Ying, went to Henan to serve as the commander of the newly built 32nd Division of the Chinese Workers' and Peasants' New Army. After that, he repeatedly served as the commander of the Red 1st Division, the commander of the Red 10th Division, and the commander of the 73rd Division of the Fourth Front, and became Xu Xiangqian's right-hand man.
Unfortunately, in June 1932, Zhang Ying was sent to Shanghai for treatment because of his wounds, and was arrested by the enemy while passing through Wuhan, and later heroically rebelled.
Many years later, the Hanting District Party Committee and District Government erected a monument to the martyr Liu Ying, which was engraved with the inscription inscribed by Marshal Xu Qianqian in June 1987: "Red Courage and Loyalty Liu Ying Martyrs For Eternity."
At this point, in addition to being in awe of agents like Zhang Ying, the determination of our party in controlling corruption is equally impressive in view of scum like Wang Fuyuan.
As early as the founding of the Communist Party of China, the organizational principles clearly defined the supervision mechanism within the party, and article ten of the party's major "party program" stipulates: "When the number of party members is large, they may be sent to work in other areas, but they must be subject to the strictest supervision by the local executive committee."
We have always regarded corruption as a top priority.
Circular on Resolutely Purging Corrupt Elements
On August 4, 1926, the Central Committee of the Communist Party of China adopted the Circular on Resolutely Purging Corrupt Elements, which is also the first anti-corruption document in the history of our Party.
"At a time when the revolutionary tide is still rising, many opportunistic and corrupt bad elements will run among the ranks of the revolution, and if a revolutionary party allows these elements to be included, it will certainly make his party corrupt, not only unable to carry out the revolutionary work, but also disgusted by the masses. Therefore, we must resolutely purge these undesirable elements and struggle against these undesirable tendencies in order to strengthen our strongholds and establish the party's prestige among the masses. ”
This announcement was not issued without reason.
Because in 1926, with the continuous increase in the number of Party members, in order to avoid the breeding of embezzlement of public funds, corruption and degeneration in the Party, the "Circular on Resolutely Purging Corrupt Elements" in view of the revolutionary situation at that time, on the basis of analyzing the causes of corruption and corruption, expounded the Party's position on the struggle against corruption and affirmed the necessity of purging corrupt elements.
The Circular reads: "These opportunists have not yet been able to shake our Party's policy, but have shown a very bad tendency in their personal lives and have exerted a very bad influence on the Party, the most obvious fact of which is that corrupt acts often occur in the case of embezzlement and oil-grabbing on economic issues... Such elements have recently been discovered everywhere, and the Congress has, for this purpose, specially instructed party departments at all levels to promptly examine the comrades to which they belong, and if there are such acts, it is imperative that they must be ruthlessly washed out of the party, and must not be allowed to remain in the party, corrupt the party, and corrupt the prestige of the party among the masses. ”
As soon as these words came out, our party's determination and attitude toward anti-corruption were obvious.

Until the founding of New China in 1949, Mao Zedong still warned the whole party in a serious tone:
"We killed a few meritorious men and were helpless. I suggest re-reading the Zizhi Tongjian. To govern is to govern! Etiquette, righteousness, and shame, the fourth dimension of the country. The four dimensions are not tense, and the country is not a country. If everyone is unscrupulous, corrupt, and unscrupulous, and the state cannot govern them, then there will be chaos in the world, and the people must be Li Zicheng! This is true of the Kuomintang, and it is also true of the Communist Party. ”
Our party has always upheld a zero-tolerance attitude toward corruption.
