Encourage cascade utilization (transformation of vehicle power batteries with a capacity of less than 80%, utilization of energy storage and low-speed electric vehicles) and recycling (crushing, dismantling and smelting of power batteries that have been scrapped, etc., to achieve the recycling of nickel, cobalt, lithium and other resources), and promote the innovation of power battery recycling models. The Measures came into effect on 1 August 2018.
