According to the official website of wanzhou district government, Lu Yong was born in October 1971, a native of Nanjiang, Sichuan, a graduate student of the Party School of the Municipal Party Committee, who began working in July 1994 and became the deputy secretary of the Wanzhou District Party Committee and the mayor of the district government in January 2019.

Lu Yong's resume, which has been officially announced, is that in 1987, after studying at the secondary school of Xuanhan Normal School in Sichuan Province for 3 years, he went to Chongqing Normal College to study Chinese language and literature in the department of Chinese, and after graduating in 1994, he stayed in the Chinese Department for one year as a political counselor, and then transferred to the Information Supervision Section of the Office of the Yuzhong District Party Committee of Chongqing City, Sichuan Province, where he successively served as an officer, deputy section chief, and section chief.

Since 2001, he has served as the deputy director of the office and the director of the research office of the Yuzhong District Committee, and later served as the standing committee member, deputy district chief and executive deputy district chief of the Yuzhong District Committee, and in October 2016, he was transferred to the deputy secretary and mayor of Dazu District of Chongqing Municipality, the secretary of the Party Working Committee of Shuangqiao Economic Development District, and the director of the management committee (concurrently).
