On the morning of October 12, the 10th Congress of the Communist Party of China in Yangling District opened. The meeting comprehensively summed up all the work since the Ninth Party Congress of Yangling District, discussed and deliberated the goals and main tasks of the next five years, mobilized party organizations at all levels, the majority of party members and the masses of the people in the whole district, cohesively, took advantage of the momentum, competed for the leading position, and strived to promote the high-quality development of Yangling District in the new era.
At the meeting, Chen Hui, member of the Party Working Committee of Yangling Demonstration Zone and secretary of the Yangling District CPC Committee, made a work report entitled "Promoting Three Renewals, Realizing Three Transformations, and Striving to Write a New Chapter in The High-Quality Development of Yangling in the New Era" on behalf of the Ninth Committee of Yangling District of the CPC. Li Chaoxi, deputy secretary of the Yangling District CPC Committee and mayor of the district, presided over the opening ceremony.
The meeting reviewed that in the past five years, the Yangling District Party Committee has adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, always kept in mind the catch-up and transcendence positioning and the "five requirements" and "five solids" put forward by General Secretary Xi Jinping for Shaanxi, fully implemented the new development concept, actively and effectively responded to major risks and challenges, coordinated epidemic prevention and control and economic and social development, made every effort to stabilize growth, promote reform, adjust the structure, benefit the people's livelihood, and prevent risks, and successfully completed the goals and tasks set by the Ninth Party Congress of Yangling District. The comprehensive strength of the whole region has been continuously enhanced, laying a solid foundation for the start of a new journey of the "14th Five-Year Plan".
In the next five years, Yangling District will take the promotion of high-quality development as the theme, take the development of industry as a key move of high-quality development, lead industrial renewal, population renewal and urban renewal with industrial development, promote the integration of industry and city, urban and rural integration, and school-land integration with industrial development and transformation concept, transformation team and transformation style, and by the end of 2025, the regional GDP will reach 21 billion yuan, the local fiscal revenue will reach 300 million yuan, the growth rate of major economic indicators is higher than that of the province (average), and the urbanization rate of the permanent population in the whole region will reach 71%. Efforts will be made to build Yangling District into a place of industrial agglomeration and vigorous development, a place where talents gather, innovate and start a business, a place with a beautiful environment, a place to live and work in peace and contentment, a place with a clear political style and a harmonious civilization, to build a "new agricultural science city that is livable, suitable for work, suitable for study, research and travel", to build "three districts and three highlands" in an all-round way, and to achieve economic stability and long-term development, social stability and harmony in Yangling District.
The congress issued in writing the "Report on the Work of the Ninth Discipline Inspection Committee of Yangling District of the Communist Party of China," the "Report on the Collection, Use, and Management of Party Fees in Yangling District," and the "Report on the Handling of Motions of the Ninth Congress of the Communist Party of China in Yangling District."
After the opening ceremony, all the participants held a delegation meeting in groups to discuss the report of the conference in groups; after the discussion, all the participants watched the party history movie "Chosin Lake".
173 party representatives from all walks of life in Yangling District attended the meeting. Leading cadres at the district level who are not party deputies; members, alternate members, and district discipline inspection commissions of the Ninth District Committee who are not party deputies; departments of town (subdistrict), district party committees, and state organs at the district level, all directly subordinate organs, all people's organizations, and all state-owned enterprises are not the principal responsible comrades of party representatives; retired leading cadres of party members at the district level; principal responsible persons of various democratic parties; and principal responsible comrades of units stationed in districts with dual management are invited to attend the meeting as observers.
