Kong Fansen, male, Han ethnicity, member of the Communist Party of China, born in July 1944, died in November 1994, a native of Liaocheng, Shandong. Former secretary of the Ali Prefecture Committee of the Tibet Autonomous Region and former chairman of the Chinese People's Political Consultative Conference. Since 1979, he has worked in Tibet twice, diligently serving the people and promoting local economic and social development and ethnic unity. At the end of 1992, after Kong Fansen's second aid to Tibet was completed, he was appointed secretary of the Ali Prefectural Party Committee. In order to find out the situation and explore ways to lead the masses to get rid of poverty and get rich, he ran through 98 of the 106 townships in the region, traveled more than 80,000 kilometers, and forged a deep friendship with the Tibetan masses, known as "Lei Feng in the new era" and "Jiao Yulu in the 90s". His heroic deeds and lofty spirit have inspired and influenced the broad masses of Chinese sons and daughters to plunge themselves into the cause of reform and opening up, spontaneously going to the places where the motherland and the people need it most, and going to the most difficult and arduous places to start their own businesses. He was awarded the title of "Model of National Unity and Progress" and posthumously awarded the title of "Model Communist Party Member and Excellent Leading Cadre".

In 1961, the 17-year-old Kong Fansen joined the army honorably and was named "Five Good Soldiers" in the army for many years. In September 1966, Kong Fansen honorably joined the Communist Party of China. In 1969, after being demobilized from the army, he first worked as a worker and was later promoted to state cadre. In 1979, when the state wanted to transfer a number of cadres from the interior to work in Tibet, Kong Fansen, then deputy director of the Propaganda Department of the Prefectural Cpc Committee, took the initiative to sign up and wrote a banner that read, "A seven-foot boy can give up his life and will not return to his hometown after a thousand deaths."

In 1979, Kong Fansen went to Tibet for the first time to work as deputy secretary of the Gangba County Party Committee in the Shigatse region. After working in Gamba for 3 years, Kong Fansen traveled to the countryside and pastoral areas of the county and formed a deep friendship with the Tibetan masses.

In 1988, Shandong Province again selected cadres to enter Tibet, and organizationally believing that Kong Fansen was politically mature and had experience in Tibet, decided to let him lead the team to work in Tibet for the second time. After entering Tibet, Kong Fansen served as the vice mayor of Lhasa, in charge of cultural and educational, health and civil affairs work. In just 4 months, he ran through all the public schools in the city's 8 counties and districts and more than half of the village-run primary schools, running and working for the development of the education of ethnic minorities; in order to end the history of the people in 3 townships such as Jimai in Nimu County, who are susceptible to osteoarthritis, he climbed several times to the water source at the top of the mountain at an altitude of nearly 5,000 meters to collect water samples to help the masses solve the problem of drinking water; after learning about the lack of medical treatment in agricultural and pastoral areas, he specially brought a medical box every time he went to the countryside and bought hundreds of yuan of commonly used medicines. After work, the peasants and herdsmen were carefully auscultated, pulsed, medicined, and injected until the small medicine box was empty. This shows Kong Fansen's willingness to serve the people.

In 1992, when a strong earthquake struck Inomagongka and other counties in Lhasa, Kong Fansen adopted three Tibetan orphans on the ruins of the earthquake in Yangrigang Township — Qu Ni, 12, Qu Yin, 7, and Gong Sang, 5. After adopting orphans, Kong Fansen's life was even more difficult, for which he donated 900 milliliters of blood in the name of "Luo zhu" three times, and 900 milliliters of blood contained Kong Fansen's deep love for Tibetan orphans.

At the end of 1992, when Kong Fansen's second transfer to Tibet expired, the Tibet Autonomous Region Party Committee decided to appoint him as the secretary of the Ali Prefectural Party Committee, which meant that Kong Fansen would continue to work in Tibet. Faced with another major choice in the road of life, he did not hesitate to obey the decision of the party and the needs of the people.

Located in northwestern Tibet, Ali has an average altitude of 4,500 meters and is known as the "roof of the roof of the world". The land here is sparsely populated, the annual temperature is below zero degrees Celsius, the minimum temperature is more than -40 degrees Celsius, and the annual winds of level 7 to 8 account for more than 140 days, and the harsh natural environment and harsh living conditions make many people prohibitive.

However, in the spring of 1993, after Kong Fansen, who was nearly 50 years old, went to serve as the secretary of the Ali Prefectural Party Committee, in less than two years, he ran through 98 of the 106 townships in the region, traveling more than 80,000 kilometers, leaving his deep footprints everywhere on the vast snowy plateau.

Under the diligent work of Kong Fansen, Ali's economy has developed rapidly. In 1994, the region's gross national product exceeded 180 million yuan, an increase of 37.5% over the previous year; the national income exceeded 110 million yuan, an increase of 6.7% over the previous year. In order to formulate a plan to bring the economy of ali to a new level, he is ready to work on the most potential border trade and tourism. To this end, he led relevant units to personally go to Tacheng in southwest Xinjiang to conduct border trade investigations.

On November 29, 1994, on his way back to Ali after completing his mission, he was killed in a car accident at the age of 50.

On September 14, 2009, he was named one of the 100 Chinese that have touched since the founding of New China.

On July 4, 1995, with the approval of the Propaganda Department of the CPC Central Committee, the Kong Fansen Memorial Hall was built in Liaocheng, Shandong Province, and the museum was officially opened on September 10, 1995 to receive the audience.
