Xu Yongqing, whose original name was Fu Linzhao, was born in 1911 to a relatively wealthy peasant family in Xiaogangou Shangfanfang, Paifang Township, Xiuyan County, Fengtian Province (now Liaoning Province). On September 15, 1932, because he witnessed the atrocities of the Japanese invaders burning and looting, Fu Linzhao, who was then a teacher at Xiaoyanghezi Jiadaogou Primary School in Xiuyan County, hid from his parents and wife, resolutely left his hometown and threw himself into the revolution, and changed his mother's surname to Xu Yongqing. During the War of Resistance Against Japanese Aggression, he participated in guerrilla warfare in Zhuo County and Taihang Mountainous Area in Hebei Province, and grew into an outstanding cadre of the Party in the test of blood and fire. In mid-October 1945, Xu Yongqing, Huang Suojin, and others were sent to Tongliao to open up work and establish the Tongliao County People's Government, with Xu Yongqing as the county magistrate, to wage a deadly struggle against hostile forces. Soon, the reactionaries launched a rebellion, and Xu Yongqing and other comrades were unfortunately arrested. On December 17, Xu Yongqing and 28 other comrades were killed, and the blood of the revolutionary martyrs stained the land of Tongliao red. Xu Yongqing came to Tongliao only 49 days and sacrificed his precious life for the liberation of Tongliao.
