Reporter: What kind of development context does China's nuclear power technology show, and what outstanding innovative achievements have been formed?

Wang Xin: The implementation of the innovation-driven development strategy is the basic national policy of the party and the state, and has promoted a series of major innovative achievements in China. These achievements are a powerful driving force for the transformation and upgrading of the energy industry, and have played a major role in promoting the new strategy of energy security. China's nuclear power industry started late, but it gave full play to the advantage of being a latecomer, started from a high starting point, and embarked on a road from the introduction of technology to the gradual realization of independent development, independent construction, and independent operation and maintenance. In particular, the birth of the third-generation nuclear power technology "Hualong No. 1", from the top-level design to the system design, to some important key core technologies, has achieved autonomy, which is a very great achievement.

Looking back on the process, China's nuclear power has experienced a development process from scratch, self-reliance, hard struggle, and from weak to strong. It can be said that the Daya Bay Nuclear Power Plant is completely under the guidance of foreign experts to carry out various work, whether it is management system, production operation and maintenance, or equipment supply, and even document coding is to learn abroad. However, through continuous learning, improvement and upgrading, we have fully mastered the technology of large-scale megawatt commercial nuclear power units, and we also have the ability to develop independently. For example, the Taishan nuclear power unit, although it is a foreign technology, started later than similar units in the world, but we relied on independent development and construction capabilities to build the world's first epr reactor, which is the embodiment of Chinese innovation and creativity.

During the "13th Five-Year Plan" period, the "Hualong No. 1" with independent intellectual property rights was born, marking that China broke the monopoly of foreign nuclear power technology and officially entered the ranks of advanced nuclear power technology countries. "Hualong No. 1" positions the world's latest safety level requirements, has made a lot of improvements and enhancements around the safety level, and formed innovative technologies such as 177 reactor cores, non-active safety technologies, and all-digital instrumentation and control systems, which have improved the safety, stability and economy of nuclear power plants.

At the same time, "Hualong No. 1" has also driven the overall upgrading of China's high-end equipment manufacturing industry and industrial clusters. On the one hand, the processing and manufacturing technology of key materials such as ultra-large forgings, 690 alloy pipes, and nuclear grade welding consumables has achieved breakthroughs and filled a number of domestic gaps. On the other hand, key equipment such as pressure vessels, steam generators, and digital instrumentation and control systems have been localized, and the first reactor of "Hualong No. 1" has achieved a localization rate of 87%, and will continue to improve with batch construction in the future.

Reporter: During the 14th Five-Year Plan period, what innovative measures will CGNpc make, and how will it be laid out?

Wang Xin: The vision of carbon peaking and carbon neutrality has provided new opportunities for the sustainable development of nuclear energy. On the one hand, nuclear power, as a clean energy source, has obvious characteristics of stable operation and reliability, excellent energy quality, and can replace fossil energy as a baseload power source on a large scale, becoming the backbone of the future new power system. On the other hand, the coordinated development and large-scale development of China's nuclear industry chain are relatively complete and the foundation is relatively solid, which can also support the nuclear power industry to move towards high-quality development.

At present, one of the "Hualong No. 1" demonstration projects, the second phase of the Fangchenggang Nuclear Power Project of CGN, is stepping up construction. Looking forward to the "14th Five-Year Plan", it will be the process of "Hualong No. 1" pursuing lean, high-quality and continuous optimization. We will unswervingly build the demonstration project well, and combined with the experience feedback of the demonstration project construction, we will continue to explore the application of new technologies and new methods, and continue to improve the safety and economy of "Hualong One".

At the same time, in the face of nuclear power "going out", our technology must also adapt to the international market and national laws and regulations, and better participate in international competition. In 2020, "Hualong One" passed the latest version of the European user requirement (EUR) compliance assessment for the first time in the world and obtained the EUR certification certificate. At present, "Hualong One" is actively carrying out the British General Technical Review (GDA, known as the world's most stringent nuclear power technical review) certification, which is now in its final stages.

Reporter: Combined with the current actual situation, what experience and thoughts can you share on innovation?

Wang Xin: Innovation should be driven by models and promoted by strategic projects. It is necessary to base on the core needs of the market, find the direction of technological development, and work together with the industrial chain to tackle key problems. The development of the nuclear power industry in the past 30 years, while realizing its own industrial upgrading, has also driven the upgrading of high-end equipment manufacturing and other related industries through full open cooperation, which is a benign interactive process of full exchange, discussion of demand, joint research and transformation between industrial chains.

Innovative technologies should be fully verified by experiments, and new technologies should be constantly tested in practice. Safety is the lifeline of nuclear power production and development, nuclear power workers should maintain a strong sense of awe, fully verify each problem, test new technologies and improve new technologies in continuous practice, and firmly grasp nuclear power safety and nuclear power technology in their own hands.
