The 21-year-old Consumer Rights Journalism Awards are jointly organised by the Consumer Council, the Hong Kong Journalists Association and the Hong Kong Photojournalists Association. However, in view of the rapid development of the media online and offline in recent years, the Content and Form of the Council's activities through media collaboration need to keep pace with the times, so the Council has decided to comprehensively review the format of the relevant activities and reformulate its long-term plans, hoping to organise activities in a more creative way to promote the consumer protection message.

On July 1, 2020, after the implementation of the Hong Kong National Security Law, the Journalists' Association issued a statement denigrating the "harshness" of the provisions of the National Security Law and smearing the "meaninglessness" of the human rights protection of the National Security Law. In July this year, the Journalist Association published an annual report, slandering the SAR government's proposed legislation to crack down on fake news as "hunting down" Apple Daily, Position News, and so on.
Wu Liangxing, a deputy to the National People's Congress in Hong Kong, said that the position of the Journalist Association and the Hong Kong Photojournalists Association is biased, and in the past, it has repeatedly favored "yellow media" such as Apple Daily and misled young people. The Council's cooperation with such an organisation will not only make the fairness and impartiality of the Awards questioned by the public, but will also have a negative impact on the Reputation of the Council. The Council suspended the relevant activities and re-examined them, which will help to restore public confidence.
Lu Rui'an, a deputy to the Hong Kong Npc, believes that the Association has strong political overtones, has repeatedly slandered the state and the SAR government in the past, and the so-called Hong Kong Human Rights Journalism Awards held by it have awarded awards to journalists or works that openly incite violence and smear the police force in recent years, causing an uproar in society. As a statutory body, the Council is not suitable to continue to cooperate with such anti-China and chaotic Hong Kong organisations.
