After receiving the investigation report from the Hong Kong police, the police of Guangdong and Hong Kong carried out a timely exchange of special information. The Provincial Public Security Department and the Guangdong Coast Guard Bureau set up a "9.25" joint task force and designated the Guangzhou Municipal Public Security Bureau to file and investigate the case.

In order to solve the "9.25" case as soon as possible and severely crack down on smuggling criminal activities, the Guangdong Provincial Leading Group for Cracking Down on Smuggling decided to deploy Guangdong Public Security, Coast Guard, Transportation, Market Supervision and other departments to carry out the "Qingwan Operation" in a unified manner throughout the province from October 1 to 7. On October 2, another suspect, Tang Mouqiao, was arrested and the speedboat involved in the case that collided with the Hong Kong Marine Police patrol boat was seized. Since the joint launch of the "Qingwan Operation", the number of "big flights" operating in the waters of the Pearl River Estuary has dropped significantly, and the rampant smuggling of cross-border maritime smuggling has been effectively curbed.
