According to Guangzhou Daily, on September 25, a Hong Kong marine police speedboat was deliberately overturned by a smuggling speedboat during an anti-smuggling operation, and female senior inspector Lin Wanyi was killed in the line of duty after falling into the water, and three marine police officers were injured. After receiving the investigation report from the Hong Kong police, the police of Guangdong and Hong Kong carried out a timely exchange of special information. The Provincial Public Security Department and the Guangdong Coast Guard Bureau set up a "9.25" joint task force and designated the Guangzhou Municipal Public Security Bureau to file and investigate the case.
In order to solve the "9.25" case as soon as possible and severely crack down on smuggling criminal activities, the Guangdong Provincial Leading Group for Cracking Down on Smuggling decided to deploy Guangdong Public Security, Coast Guard, Transportation, Market Supervision and other departments to carry out the "Qingwan Operation" in a unified manner throughout the province from October 1 to 7. On October 6, the Guangdong Public Security and Coast Guard, together with the Hong Kong police, organized a centralized and unified law enforcement operation in the waters bordering Guangdong and Hong Kong, and carried out precise and efficient crackdowns on smuggled frozen product distribution centers, loading and unloading places, and transit places.
On October 11, the Guangdong Provincial Public Security Department reported that with the joint efforts of the public security organs and coast guard agencies, the "9.25" case in Hong Kong was cracked on October 1 and the suspect involved in the case, Deng Moubiao, was arrested. On October 2, another suspect, Tang Mouqiao, was arrested and the speedboat involved in the case that collided with the Hong Kong Marine Police patrol boat was seized. Since the joint launch of the "Qingwan Operation", the number of "big flights" operating in the waters of the Pearl River Estuary has dropped significantly, and the rampant smuggling of cross-border maritime smuggling has been effectively curbed.
