On the morning of September 22, the convener meeting of the delegations (non-voting group) of the 14th Congress of the Communist Party of China in Mianzhu City was held in the Municipal Library. Comrade Wang Hong presided over the meeting and made a speech. Geng Yuanhe, Zhang Yingqi, Gan Zhi, Hou Guanghui, Fan Xiaopeng, Sun Wu, Ma Jun, Liu Changhua, Hu Ruiyang, Zhao Ye, Li Changying, Li Qiang, and Fang Yiyong attended the meeting. Wang Zhihua, leader of the deyang municipal on-site supervision and guidance group, deputy director of the organization department of the Deyang Municipal Party Committee, and director of the Municipal Urban and Rural Grassroots Governance Promotion Center, and Yao Yifan, member of the Supervisory Committee of the Deyang Municipal Party Committee, attended the meeting for guidance.
The meeting briefed on the preparatory work for the congress; discussed the agenda (draft) of the congress; deliberated on the list of proposals for the presidium, the secretary-general, and the committee for examining the qualifications of deputies of the congress; elected the head of the delegation, the deputy head of the delegation, and the leader and deputy leader of the delegation.
Wang Hong pointed out that the 14th Congress of the Communist Party of China in Mianzhu City was a very important meeting held in the year when the new journey of comprehensively building a modern socialist country began and the city's implementation of the 14th Five-Year Plan.
Wang Hong demanded: First, we must accurately grasp the situation and bravely shoulder political responsibility. The conveners of all delegations (non-voting groups) should earnestly enhance their sense of political responsibility and sense of historical mission in doing a good job in all aspects of the work of the party congress, enhance the "four consciousnesses," strengthen the "four self-confidences," achieve the "two safeguards," correctly exercise their rights, do a good job in leading and demonstrating, and accomplish the tasks of the congress. Second, it is necessary to clarify work tasks and actively perform their duties and fulfill their responsibilities. Doing a good job in electing the members of the "two committees" is an important task of this congress and is also a very serious political task. On the basis of fully carrying forward democracy, the municipal party committee has put forward a preliminary list of candidates after democratic recommendation, repeated deliberation, step-by-step selection, inspection and publicity, and will invite the deputies to deliberate and elect at this meeting. It is hoped that all party deputies will conscientiously and seriously do a good job in the election work in an attitude of being highly responsible for the cause of the party and the people, standing on the high plane of the overall situation, and in accordance with the "Constitution of the Communist Party of China, the Regulations on the Work of Local Organizations and Elections of the Communist Party of China," and other stipulations. Third, it is necessary to strengthen organizational leadership and strictly enforce discipline in the change of term. It is necessary to strictly abide by all discipline regulations, keep firmly in mind the "ten strict prohibitions" and "four prohibitions" of discipline for the change of term, do a good job in ideological and political work, grasp the correct guidance of public opinion, lead and organize all the deputies of the delegation (the group attending as observers), and actively perform the duties of the deputies with a strict attitude, a serious meeting style, and strict discipline, so as to ensure the complete success of the meeting style and atmosphere.
