According to russia today TV (RT) reported on the 28th, Russian Foreign Minister Lavrov said that Western countries have too much power in the United Nations Security Council, and the proposed restrictions will make international relations more democratic.

Writing for the Moscow newspaper Kommerskaya, Lavrov said that "over-representation of the West" should be limited in the decision-making process of the United Nations Security Council, in order to create a more balanced world order that allows countries in the world's East and South to participate more.

The UN Security Council is made up of 15 countries, including five permanent members: China, France, Russia, the United Kingdom and the United States. The other 10 seats are rotated by States, of which 3 are from Africa, 2 from the Asia-Pacific region, 1 from Eastern Europe, 2 from Latin America and the Caribbean and 2 from Western Europe. Lavrov said the arrangement was good for Western countries.

"Efforts to democratize international relations and establish a polycentric world order include reform of the UN Security Council to end the anomaly of the West being overrepresented in the principal organs of the UN by strengthening relations with asian, African, and Latin American countries," Lavrov wrote.

He said the existing system allows the West to "make laws" and condemns any country that violates its so-called "world order."

The Russian foreign minister also noted that President Biden's U.S. government has restored the "old world order" of the Group of Seven (G7) and NATO. He said the G20 was a more "natural platform" for "major economies of young and old" to reach mutually acceptable agreements. He noted that the G20 brings together the G7 (Canada, France, Germany, Italy, Japan, the United Kingdom and the United States) and the BRICS countries (Brazil, Russia, India, China and South Africa).

Lavrov also said Russia is providing a unified agenda for international affairs and that Moscow is willing to engage in fair dialogue with any country that seeks a balance of interests. "We will insist on promoting the emergence of a culture of international relations based on the highest values of justice that will enable all nations, large and small, to develop in peace and freedom," he wrote.

"We will always maintain a frank dialogue with any country that has shown a willingness to seek a balance of interests, and that is the rule that we are going to abide by," he said.
