Strengthen a lead and improve the pattern of "face-to-face" consultation. Leaders of the district party committee, the district government, and the district CPPCC led at least 1 key proposal to handle consultations, personally participated in research, personally participated in the discussion and consultation, personally coordinated and solved difficult problems, and achieved full coverage of the three sets of district team leaders to lead the handling of proposals in 2021, playing a role in leadership demonstration, leadership and radiation. Innovate a set of methods and improve the mechanism of "face-to-face" consultation. Establish a "1 + X" proposal handling consultation model, that is, with 1 key proposal as the main consultation piece and several related proposals as the supplementary consultation piece, with the key points to drive the general, not only enrich the content of the consultation but also improve the efficiency of consultation. In 2021, explore the linkage mechanism between consultation on key proposals and grass-roots consultation, invite grass-roots mass representatives to participate in consultations, and further expand the breadth of "face-to-face" participation in consultations. Focusing on deepening the "1 + X" model, the "three combinations" mechanism has been established, that is, the organizers combine the same proposal handling consultation with the corresponding consultation, the handling of important proposals with similar content is combined with the leadership of the handling of proposals, and the proposals of the same leadership supervision office are combined with the relevant suggestions of the people's congress, so as to improve the effectiveness of the proposal handling and consultation. At the same time, strengthen the "three face-to-face" consultation mechanism, requiring the undertaking unit to strictly implement three face-to-face communication with the proposer before, during and after the proposal is handled, to further expand the depth of consultation and improve the effectiveness of handling.
Make a solid platform to consolidate the foundation of "face-to-face" consultation. Taking the joint meeting on the handling and consultation of proposals as a platform, pay attention to giving play to the functional advantages of each member unit, implement the division of responsibilities, strengthen the coordination and linkage, and effectively enhance the joint force of work; pay attention to the establishment of rules and regulations, study and introduce the operational methods for handling key proposals and the workflow of handling proposals, and comprehensively revise the "Opinions on Proposal Work"; pay attention to innovative and collaborative methods, jointly formulate a consultation plan for handling proposals for the current year, jointly carry out comprehensive proposal handling consultations, and jointly carry out coordination and promotion of difficult issues, consolidating the organization of "face-to-face" consultations. System and work base.
In the past 5 years, the Baoshan District CPPCC has solidly promoted the "face-to-face" proposal handling consultation, the in-depth consultation rate of proposal handling has increased significantly year by year, the satisfaction rate of the proposers is higher than 98% per year, the rate of proposal adoption and resolution has increased significantly, and at the same time, it has effectively promoted the regional economic and social development, fully demonstrating the positioning of the proposal work around the center and serving the overall situation, and has been highly affirmed by the party and government departments and all sectors of society.
