Dharma: The monarch should not be meticulous in everything, his eyebrows and beards should be grasped, as long as he formulates a rigid frame, manages the ministers well, restrains the people of the world, lets them eat according to their ability, reward them for meritorious service, punish them if they make mistakes, and the world is naturally stable.
