On behalf of the 13th Heishui County Committee of the CPC, Comrade Liu Fei delivered a work report entitled "Stepping into a New Era, Forging Ahead, Striving to Create a New Situation in the Construction of Modernized Heishui."
The report pointed out that in the past five years, Heishui County has always adhered to the principle of "one branch and one leaf and total concern" and comprehensively won the battle against poverty. Always adhere to the poverty alleviation to control the overall situation of economic and social development, accurately grasp the "seven relationships", successfully complete the poverty alleviation of 10,021 poor people in 2898 households, all 64 poor villages have withdrawn, the incidence of poverty has dropped to zero, and the two historic achievements of "solving the problem of deep poverty as a whole" and "building a well-off society in an all-round way" have been achieved. In 2020, with the approval of the provincial government, Blackwater officially withdrew from the sequence of poor counties, the satisfaction of the masses reached 99.96%, and the province's comprehensive assessment was rated as "good".
In the past five years, Heishui County has always adhered to the principle that "green water and green mountains are golden mountains and silver mountains", comprehensively strengthened ecological construction, deepened the action of "greening the whole sichuan", continued to consolidate the return of 93,100 mu of farmland to forests, protected 722,500 mu of natural forests, accelerated the treatment of small and medium-sized rivers such as the Little Heishui River and the Maoerge River, supported irrigation surfaces of more than 2,000 mu, and treated 3,750 mu of arid river valleys. Always adhere to the "open road to meet the water bridge", comprehensively accelerate the pace of catching up, vigorously develop the economy of the ditch area, continue to optimize the industrial layout of the ditch area, and upgrade the cultural tourism industry, with a GDP of 2.856 billion yuan, an added value of agriculture of 490 million yuan and a tourism income of 1.4 billion yuan in 2020. Always adhere to the principle of "not forgetting the danger and not forgetting the chaos", comprehensively improving the governance capacity, deeply promoting the construction of the rule of law blackwater, strengthening the stability and control of the social surface, improving the governance ability and level of grass-roots organizations, and smoothly removing the "key county for the special rectification of outflow and drug trafficking" in 2018, and in 2019, it was rated as the "three noes" county in the national petitioning work. Always adhere to the "people first life first", comprehensively establish a bottom line thinking, resolutely safeguard the safety of people's lives and property, fight the epidemic prevention and control battle, forest and grassland fire prevention and extinguishing battle, disaster prevention and mitigation encounters, no major safety production accidents for 9 consecutive years, and no large forest fires for 33 consecutive years.
The report pointed out that in the next five years, Heishui County will continue to hold high the great banner of socialism with Chinese characteristics, adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, enhance the "four consciousnesses", strengthen the "four self-confidences", achieve "two safeguards", fully implement the party's strategy for governing Tibet in the new era and the deployment of the provincial party committee's Tibet-related work, firmly grasp the five keys of "ecology, development, people's livelihood, stability, and work style", profoundly grasp the overall requirements of high-quality development in governance, and adhere to the general tone of the work of seeking progress in stability. Focusing on the "334" work idea of the county party committee, focusing on the comprehensive economic strength to a new level, the ecological environment construction to achieve new improvements, the integration of urban and rural development has made new progress, opening up and cooperation to form a new situation, the living standards of the masses have been newly improved, the grass-roots social governance has shown a new atmosphere, the six "strict" as the goal to achieve the foundation, vigorously cultivate the "interaction between the two modernizations, multi-production and integration" composite economic new form, accelerate the construction of a new pattern of "one pole, two counties and three places", and strive to create the province's first county without "electricity fraud" by 2022. In 2025, tourism revenue will double from 2020, and the regional GDP will exceed 4 billion yuan in 2025.
