"We will unify various spatial planning such as main functional areas, land use, urban and rural construction, comprehensive transportation, farmland water conservancy, energy communications, cultural tourism, etc. into the national land spatial planning, and truly realize the 'one map' of 'multi-planning'." According to the relevant person in charge of the Department of Natural Resources of Henan Province, through the guidance constraints and convergence and coordination between the overall planning and the special planning and the detailed planning, the problems of "fighting", the constraint and leading role of the past planning are not prominent, and the planning efficiency is not high, and the modern Henan spatial pattern of safe, harmonious, competitive and sustainable development is scientifically planned.

In terms of coordinating the preparation of land spatial planning, strengthen the idea of "one game of chess", promote the preparation of land spatial planning in accordance with the requirements of the "four unifications" of unified basemap, unified standards, unified planning, and unified platform, adopt a combination of top-down and bottom-up methods, coordinate resource allocation, strengthen unified planning control, clarify the overall planning of provincial planning, grasp the coordination of central urban areas and regions at the municipal level, grasp the integration of county and urban and rural areas at the county level, and grasp the landing of township-level planning, so as to ensure the synchronous advancement and seamless connection of four-level planning.

In terms of pragmatically promoting the preparation of land spatial planning, we should improve the "two mechanisms", set up a leading group for the preparation of land spatial planning, set up four special work classes, timely discuss and judge the planning and preparation of the three control lines, and make every effort to promote the preparation of the four-level planning and the demarcation of the three control lines. The Department of Natural Resources of Henan Province insists on taking the trial drawing of three lines of control as the top priority in the preparation of the land spatial plan, organizes the province to continuously deepen and refine the results of the trial plan, focuses on optimizing the layout, leaves room for development, and ensures that there is no regret in the landing. At the same time, through the trial drawing of three control lines, the functional spaces such as ecology, agriculture, towns, disaster prevention and mitigation, and strategic blank space are laid out in an orderly manner, so as to escort the high-quality economic development of the province.

In terms of scientifically promoting the preparation of land spatial planning, we should adhere to the "four-level synchronization". Actively focus on accelerating and high-quality preparation of provincial, municipal, county, and township four-level land spatial planning, constantly explore innovative working methods and mechanisms, successively formulate technical specifications such as special land spatial planning, detailed planning within the boundaries of urban development, territorial spatial planning of development zones, and urban design preparation procedures, and implement the "four certainties" requirements of setting principles, setting indicators, fixing plots, and fixing schedules.
