According to reports, the "Guangzhou Kitchen Waste Management Measures" clearly states that the waste edible oil and fat collected by the kitchen waste generators separately, such as swill oil, frying waste oil and gutter oil, which are separately separated, are purchased by the kitchen waste collection, transportation and disposal concessionaire for a fee, and the purchase price is determined by negotiation according to the market price.
The above provisions stipulate that waste edible oils and fats that do not meet the corresponding quality standards after processing or processing shall not be transported out of Guangzhou, stipulate the requirements for the resource treatment of waste edible oils and fats, and prevent waste edible oils and fats from returning to the table. Encourage franchise enterprises to deep process waste edible oils and fats into chemical products, and produce biodiesel, laundry detergents and soaps, oleic acid, stearic acid and glycerin, concrete product release agents, lithium-based greases and other products.
According to the relevant person in charge of the Guangzhou Municipal Bureau of Urban Management and Comprehensive Law Enforcement, according to the "Guangzhou Municipal Domestic Waste Classification Management Regulations", kitchen waste belongs to a category of domestic garbage, and the city's non-resident kitchen waste is currently measured and charged according to the charging standard of domestic garbage, the specific standard is 13.5 yuan per barrel. For residents, the fee for environmental sanitation cleaning services is 10 yuan per household per month for permanent resident households, and the fee for domestic garbage disposal is 5 yuan per household per month for permanent resident households (resident households holding the "Low Income Hardship Family Certificate" can be exempted).
It is worth noting that enterprises that meet the requirements of the above measures can participate in the competition for the concession rights of general kitchen waste, waste edible oil and fat collection, transportation, and disposal. After an enterprise obtains a concession granted by the government through public bidding and other market competition methods, it is required to apply for a license from the competent department of urban management of the district where the enterprise is registered before carrying out the collection, transportation and disposal business.
In addition, the above measures clarify the penalty clauses: for example, if livestock and poultry farms and breeding communities use kitchen waste that has not been harmlessly treated to feed livestock and poultry, they shall be punished in accordance with relevant regulations; if the kitchen waste generator does not implement the requirements of separate classification and closed storage, it will be punished in accordance with the relevant provisions of the "Guangzhou Municipal Regulations on the Classification and Management of Domestic Waste".
