Fan Zhijuan, deputy director of the Fourth Procuratorial Department of the Yuanyang County Procuratorate, told the Dahe Network reporter that the sewage generated by livestock and poultry breeding is piled next to the farmland or directly discharged into the nearby river ditch, and the river water is polluted, forming a widespread non-point source pollution, while the random pile of livestock and poultry manure enters the water system with the rainwater, and the sewage discharged at will pollutes the groundwater resources.
Some livestock and poultry farms are close to highways and villages, and the smell of manure is pungent; some farmers are built according to streams and ditches, and the wastewater and sewage generated are directly integrated into larger river basins through streams and ditches, causing deterioration of water quality, polluting the water environment, seriously affecting the normal production and life of the masses, and harming social and public interests.
On June 30, 2020, the Henan Provincial Procuratorate handed over 1,374 clues to the former Yang County Procuratorate related to livestock and poultry breeding pollution in the Yellow River Basin.
In response to the clues transferred, the procuratorial cadres and police grasped the pollution problems of livestock and poultry breeding along the Huangwu Township according to the clue points, and fixed the evidence according to law by recording the pollution situation, extracting water sources, visiting the masses, etc., and at the same time clarified the management responsibilities of the township government in accordance with the "Environmental Protection Law of the People's Republic of China", the "Law of the People's Republic of China on the Prevention and Control of Water Pollution", the "Regulations on the Prevention and Control of Pollution from Livestock and Poultry Breeding" and other laws and regulations.
On July 3 and 4, the chief procurator of the Yuanyang County Procuratorate publicly delivered the procuratorial recommendations to the responsible person of the township government.
The proposal proposes that the first is to rectify and improve livestock and poultry breeding in the jurisdictional area, build manure disposal facilities, ensure that feces, sewage, etc. do not pollute the environment, and at the same time pay attention to ensuring people's livelihood and proper placement; second, rationally plan and layout of farms, increase investment in pollution prevention and control, strengthen the construction of environmental governance facilities, and make every effort to protect the ecological environment of the Yellow River Basin; the third is to strengthen publicity, educate the majority of livestock and poultry farmers to clarify their responsibilities for managing the environment and eliminating pollution, and improve the public's awareness of environmental protection.
After the procuratorial recommendation was issued, the chief procurator of the Yuanyang County Procuratorate and the public interest litigation case-handling personnel went to the scene more than ten times to inspect and supervise the relevant rectification situation to the responsible persons of the township government and the farmers.
In view of the characteristics of the long, large population, and hidden pollution problems along the Yellow River, the Yuanyang County Procuratorate has set up "Guardian Yellow River Ecological Procuratorial Liaison Officers" in 184 natural villages along the Five Townships of Huang, and built a "four effective" normal governance mechanism of "clue discovery, evidence fixation, problem solving, and responsibility in place" between the procuratorial organs and the rural grassroots masses.
It is understood that after receiving procuratorial suggestions from townships and towns along Huang county, Yuanyang County used more than 10,000 vehicles to clear and transport more than 30,000 square meters of livestock and poultry manure, upgrade and rectify 1,133 farms, close and demolish 241, and complete rectification before July 18, 2020.
How to rectify? The Reporter of Dahe Network learned that for the breeding farms that meet the planning of the site in accordance with the standards for the disposal and utilization of manure, the construction of manure drying farms and sewage storage tanks, the timely cleaning of the manure produced by livestock and poultry, the discharge of sewage into the sedimentation tank, to ensure that the sewage is not discharged, not infiltrated, not piled up, and does not form a foul odor to affect the surrounding environment; for the distance from the village and the river does not meet the planning and environmental standards of the farm to close and demolish, and in accordance with the standard compensation, properly resettled.
