"Zero-carbon villages" on the banks of the Yellow River

The warm autumn sun shines on the green land on the banks of the Yellow River, and in the rural yards, the freshly harvested corn is bathed in the sun, waiting to be threshed. When you look up, the brilliant golden color is intertwined with the glittering solar photovoltaic panels on the roof of the village, creating a gorgeous and colorful picture of the countryside.

On October 17, Zhao Fenghua, a villager in Youma Village, Heilizhai Town, Gaoqing County, Zibo City, habitually took out his mobile phone and opened the photovoltaic elf client to check the operation status of his own photovoltaic after finishing the work at hand. "The weather is not good, and more than 30 kilowatt-hours of electricity have been generated today." She frowned slightly, with a hint of regret in her words.

"His aunt, I'm looking at how much electricity your photovoltaic panels generate today." Zong Chunying, a sister from the same village on the side, laughed and joked.

Zhao Fenghua's family was one of the first farmers in Youma Village to install solar photovoltaic panels.

"At first, we really didn't know what to do. This investment is not small, but fortunately, the state has policy support. As soon as we gritted our teeth, we invested 46,400 yuan and installed 42 photovoltaic panels. Unexpectedly, this income is quite stable, with an average of more than 10,000 yuan per year. Zhao Fenghua's lover Ma Hangzhou talked about this, the corners of his mouth unconsciously rose, and the speed of his speech was much faster than usual.

Unlike Ma Hangzhou, who paid for the installation out of his own pocket, although photovoltaic panels were also installed on the roof of Zong Chunying's house, it was funded by the village party branch and the cooperative. She can get 640 yuan a year for "roof rent". Although the income is relatively small, Zong Chunying is very content and happy. In her words: "Hey, I didn't expect my family to make money basking in the sun on the rooftop." ”

In Youma Village, there are 118 households like Zong Chunying who have installed photovoltaic panels.

"Zero-carbon villages" on the banks of the Yellow River

Youma Village sits on the banks of the Yellow River, less than 5 kilometers from the river. In the past, there were few projects to enrich the people in the village, and it was difficult for the village collective to increase its income. In 2020, after the successful pilot of some villagers, Youma Village held a villagers' meeting and decided to promote the construction of photovoltaic projects in the whole village.

In November 2021, Youma Village, with the cooperatives led by the Party branch as the main body, and a loan of 6.6 million yuan to build the first 2 MW whole-system photovoltaic project in Zibo City, which was connected to the grid for power generation, paving a new path of "zero-carbon common prosperity" for the development of the village's collective economy.

"Just by basking in the sun, the annual income of photovoltaic projects in my village is more than one million yuan." Ma Changhai, secretary of the party branch and director of the village committee of Youma Village, gave the reporter an account with great interest, "Last year, the village generated a total of 2.73 million kilowatt-hours of electricity through photovoltaic projects, which is equivalent to 1,200 tons of coal, 12,300 tons of water consumption, and can also reduce carbon dioxide emissions by 2,300 tons, with a total income of more than 1.07 million yuan." In addition to repaying loans, the village collective achieved an increase of 170,000 yuan. After 10 years, when the loan repayment is over, our annual income and villagers' dividends can quadruple, and the village collective dividends can reach 500,000 yuan. ”

Moreover, in order to reduce the risk, Youma Village, with the support of the Heilizhai town government, has also purchased insurance for the photovoltaic project to prevent the loss of photovoltaic modules due to extreme weather damage.

In the past, most of the rural photovoltaic projects were funded and built by third-party photovoltaic companies, and the fixed assets and net income belonged to the third party, and the annual income of the people and village collectives was only the rent of installing photovoltaic panels on the roof. "The model of Youma Village is to take out a cooperative loan through the party branch and return the money to the builder. In this way, all the net income from fixed assets and photovoltaic power generation is left in the village. Zhou Meng, Secretary of the Party Committee of Heilizhai Town, explained.

The collective income of the village has increased, and the pockets of the villagers have become more and more bulging. But what makes Ma Changhai the most proud is not this. "The average annual electricity consumption of the whole village is only more than 200 kilowatt hours, and the annual power generation of photovoltaic projects is enough to cover, which can be regarded as an indirect realization of the goal of 'zero-carbon village'." Ma Changhai said proudly that when the PV policy becomes more flexible, they will discuss with the grid in a timely manner to adjust the grid-connected policy and rationally allocate energy storage to achieve the goal of a real "zero-carbon village".
