In October this year, the Municipal People's Procuratorate and the Municipal River Chief's Office jointly issued the "Opinions on Establishing a "River Chief + Chief Procurator" Coordination Mechanism", established seven working mechanisms of joint meetings, joint inspections, joint special rectification, major case consultation, case investigation and handling cooperation, clue transfer, and information notification sharing, and built a river ecological protection model in which party and government leaders take the lead, procuratorial organs fully participate, and responsible departments coordinate and link. At present, there are 6 groups of "river chief + procurator general" collaborative group in our city to achieve full coverage of the city's watershed supervision.
On the morning of the same day, Luo Shuzhong and his party came to the wharf of the Shuishui Jiangya Dam to take a boat cruise to investigate the situation of retiring fishing and prohibiting fishing, illegal fishing, illegal sand mining, and cage retirement in the Jiangya reservoir area, and conducted in-depth exchanges on the environment of the watershed, the ecological and environmental protection of the riverbank along the line, and the daily work implementation of the "river chief + procurator general" cooperation mechanism.
Luo Shuzhong demanded that the procuratorial organs of Zhangjiajie City should earnestly perform the functions of legal supervision, especially the supervision of public interest litigation, truly make the "Opinions on Establishing a "River Chief + Procurator General" Coordination Mechanism be used and alive, solve the problems that the party committee is concerned about, the masses expect, and have not been solved for a long time, form a joint force for the protection of water resources of the "procuratorial + administrative organs", and raise the environmental awareness of the broad masses of the people through explaining the law and reasoning, explaining the case, and so on, so as to realize the "smooth river, clear water, green shore, beautiful scenery, and people." The goal is to actively contribute to the procuratorial force.
