Oil is the "blood of industry", and oil products have always been a high-incidence industry for smuggling crimes in China. The smuggled oil products not only have a huge impact on the regular refined oil sales channels and private enterprises, and the loss of state tax revenue is serious, but also hide huge problems such as safety and pollution. Recently, the police forces of the public security, customs and coast guard have struck a heavy blow and launched a severe crackdown on the smuggling of refined oil products.
"Red oil" whitening hides hidden safety hazards

"Red oil", a tax-free diesel subsidized by the Hong Kong Special Administrative Region government to local industrial ships and fishing vessels, has been added with red dye to facilitate supervision, and because of the low price, "red oil" has become a "hot" smuggling commodity that is difficult to stop.

In March 2020, the police of the anti-smuggling detachment of the Huizhou Municipal Public Security Bureau in Guangdong Province found at a gas station in Huizhou that the diesel sold here was diesel after the "red oil" decolorization process.
Smuggling "red oil" not only seriously disrupts the economic order of China's refined oil market, but also causes a huge loss of tariffs. At the same time, the suspect through strong acid and other chemicals, the "red oil" color bleached after sale, this bleached oil with a strong acidity, will have a negative impact on the machinery and equipment, once the equipment problem is likely to cause an explosion, very dangerous. Moreover, in the process of "red oil" decolorization, it will also cause serious pollution to the environment.
After the preliminary investigation of the case by the anti-smuggling detachment of the Huizhou Municipal Public Security Bureau, it was decided to jointly set up a 522 special case team with Shenzhen Customs to carry out a comprehensive investigation of the entire smuggling chain hidden behind the "red oil". The investigation found that the sales point of "red oil" was in Huizhou, and the decolorization point was basically in Dongguan.
The police of the special case group quickly determined that this "red oil" smuggling chain has a total of three decolorization points, and the decolorization gangs are all from Xianning, Hubei Province. After four months of in-depth investigation, the operation mode and personnel structure of this "red oil" smuggling chain were finally clarified.
"Red oil" is first transported from the Hong Kong maritime gang to a non-customs place, that is, a location without customs; then unloaded by the terminal transport gang and delivered to the decolorization point, the decolorization gang decolorizes the "red oil", and finally transports the oil to the illegal refueling point in Huizhou for distribution, and the criminal network extends to 5 provinces and 14 cities. Each link has a different regional gang responsible, and once there is a disturbance, all the suspects are immediately scattered.
There are a total of 43 suspects in the entire smuggling chain, the organizers are Yuan Mouhe and Zhou Moucan, Zhou Moucan is the organizer of the dock receiving gang, and has one of the decolorization points, Yuan Mouhe is the organizer of the "red oil" maritime transport gang, who has lived on the ship for a long time, and the special case team has designated him as the first suspect.
At 4:00 a.m. on October 22, 2020, the unified arrest operation began. The operation adopted a multi-police linkage mode of operation, a total of more than 610 police personnel were dispatched, and 54 arrest teams were composed of the Huizhou Municipal Public Security Bureau Anti-Smuggling Detachment, the Shenzhen Customs Anti-Smuggling Bureau and the Guangdong Coast Guard, and carried out simultaneous arrest operations at sea, Dongguan, Huizhou and other places.
As of 12:00 noon on October 22, 2020, the arrest team had arrested a total of 43 criminal suspects. It destroyed 4 "red oil" decolorization points and 4 "black oil spots", seized more than 200 tons of suspected smuggling of "red oil" at the scene, 3 boats and boats involved in the case, 14 oil trucks, as well as a batch of crime tools such as oil extraction equipment and decolorization equipment, and successfully uprooted this smuggling "red oil" gang that has been active in the waters of the Pearl River Estuary for a long time.
Finally, after police verification, the gang has been suspected of smuggling more than 40,000 tons of "red oil" since January 2020, with a case value of about 300 million yuan and suspected of stealing more than 100 million yuan. Since 2020, the public security organs of Guangdong Province, together with customs, coast guard, marine comprehensive law enforcement and other departments, have seized 304 criminal cases of smuggling and illegal operation of refined oil products, and verified 640,300 tons of refined oil products involved.
Guangdong cracked a major case of smuggling refined oil products of a mother ship of 10,000 tons
Behind the illegal oil sales dens, there is a huge "red oil" smuggling chain hidden. This smuggling "red oil" gang has a clear division of labor and forms a complete smuggling chain. Although the demon is one foot tall, after all, the Dao is one foot tall. Guangdong Customs also seized another case of smuggling of refined oil products.
In 2019, the anti-smuggling department of Guangdong Customs received an important tip report, a smuggling of refined oil products led by Cai Mou, Lin Mou and others, which was frequently active in the open sea areas of Fujian and Guangdong. Cai was sentenced to 11 years in prison in Xiamen in 2009 for smuggling refined oil products, and after his release from prison, he returned to his old business and organized personnel to continue to engage in the "business" of smuggling oil.
The investigation shows that Cai mou colluded with an oil supply gang called "Miss Jane" in Taiwan this time, and Cai ordered a large amount of refined oil from "Miss Jane" and transported it to the high seas waters around Guangdong through several 10,000-ton mother ships nicknamed "Elephant".
Subsequently, Cai began to look for fellow villagers in Guangdong Province, disguised as oil transporters, organized a group of thousand-ton fishing boats in the territory, converted into oil tankers, and connected with "elephants", which they called "China-Pakistan". "China and Pakistan" smuggled oil products into the country.
Because of the previous conviction, Cai Mou's anti-investigation awareness is extremely strong, and the police's investigation is more difficult. Yu Mou is one of Cai Mou's compatriots, responsible for the transportation business of the mother ship to the "China Bus", and his downline Lin Mou is responsible for the connection business of the "China Bus" to the shore. In order to avoid "losing everything" if one link goes wrong, there is a single line between each level within the gang.
With the high seas on one side and the oil depots on the surface seemingly operating normally on the other, "China and Pakistan" are undoubtedly the "seven inches of the key point" of the smuggling gangs. After investigation, the day of the operation finally arrived, and the goal was very clear, that is, to intercept these "China and Pakistan" at sea.
At the beginning of the operation, the police began to arrest these "ghosts" that appeared in the waters of the South China Sea in several ways. After asking for instructions for the smuggled oil tanker that tried to flee, the police decided to warn them.
After some interception and pursuit, one "China-Pakistan" was finally stopped. On the same day, more than 30 major criminal suspects were arrested, and more than 300,000 tons of refined oil products were smuggled, with a case value of about 700 million.
According to the evidence finally obtained by the anti-smuggling department of the customs, the behavior of Cai, Lin, Yu and others has been suspected of smuggling ordinary goods, and the amount is particularly huge.
Since the launch of the "Tsunami 2019" special operation to crack down on the smuggling of refined oil products in Guangdong Province, the province has investigated and dealt with 35 criminal cases involving the smuggling of refined oil products, smashed 20 criminal gangs, found more than 200 black oil stations, seized more than 190 illegal oil vehicles, and effectively curbed the rising momentum of refined oil smuggling.

Fish swallow hooks for bait, and people are caught in the net for greed. In the program, we see that the internal division of labor in the smuggling of refined oil products is becoming more and more refined, and the links such as maritime transportation, land transportation, and market sales are responsible in sections, and large-scale streamlined operations are gradually formed, which increases the difficulty for law enforcement departments to crack down on oil smuggling. At present, in view of the rising trend of smuggling of refined oil products in non-customs areas such as China's southeast coast and southwest land border, the SPC has issued a heavy issue: Direct or indirect trading of smuggled refined oil products can be punished! Local police are also actively establishing a joint investigation and handling coordination mechanism and information sharing platform, one sky net after another, neglecting to leak.
