On September 27, the Fourth Congress of the Communist Party of China in Nansha District, Guangzhou City, opened. The report points out that the resource allocation function of the portal hub should be improved and the comprehensive service center of the Greater Bay Area should be built. Implement the "hub +" strategy, make good use of the two resources of the domestic and international markets, consolidate the status of the traffic hub in the Greater Bay Area, and better serve to build a new development pattern. Among them, it is crucial to strengthen the international shipping hub and optimize the new international trade hub.

Since 2019, Nansha has been approved as a comprehensive bonded zone, the only national import trade promotion and innovation demonstration zone in Guangdong Province, etc., and has promoted the continuous high-quality development of foreign trade through prominent innovative measures. From January to August 2021, the total value of foreign trade imports and exports in Nansha District was 181.52 billion yuan, an increase of more than 20% year-on-year. Relying on the advantages of regulatory innovation under the superposition of Nansha port resources and policies, new trade formats and models such as cross-border e-commerce, automobile trade, transit collection and distribution in Nansha have become nansha foreign trade brands, continuously injecting new momentum into the high-quality development of nansha foreign trade.

During the meeting, Luo Jianwen, director of the Port Work Office of Guangzhou Nansha Economic and Technological Development Zone, said in an exclusive interview with a reporter from Guangzhou Daily: "Building a cross-border e-commerce seaport hub, developing an international trade center for automobiles, enlarging aircraft financial leasing, and forming an Asia-Pacific engineering plastic distribution center... In the past five years, Nansha has kept pace with the times, pioneered and innovated, and achieved a series of outstanding achievements in the development of new foreign trade formats. ”

Nansha has vigorously built a cross-border e-commerce seaport hub. At present, the air cargo export business carried out by the Cargo Sharing Center of Nansha Comprehensive Insurance Zone and Baiyun and Shenzhen Airport has been put into operation, and the level of cross-border e-commerce trade has continued to improve. A number of well-known e-commerce platforms such as Tmall and JD.com have successively settled in Nansha, and have formed a major cross-border e-commerce import and export supply chain service platform in China. Nestlé, Mead Johnson, Procter & Gamble, Danone and other well-known brands will take the Nansha Comprehensive Insurance Zone as a domestic distribution center to achieve the function of "one warehouse and all networks". In 2020, cross-border e-commerce imports and exports were 21.22 billion yuan, an increase of 37.6% year-on-year; from January to July 2021, about 17 billion yuan was achieved.

The construction of the large passage for cars to go to sea has reached a new level. Relying on the largest ro-ro car terminal group in South China, Nansha will achieve a throughput of 1.16 million commercial vehicles in 2020, and continue to maintain the country's largest automobile domestic trade port. Nansha explored emission rectification experiments, innovated the automobile "bonded + exhibition" and other models, nansha port import vehicles accumulated nearly 50,000 vehicles, ranking the second largest automobile parallel import port in the country for many consecutive years. Asia's three largest Ro-Ro shipping companies have successively opened export routes from Nansha to Norway, Russia, Southeast Asia and the Middle East, covering major brands such as Chang'an, Chery, Geely and BYD, and as of August, the export loading and unloading of new cars has exceeded 10,000, and the construction of automobiles going to the sea has reached a new level.

Aircraft financial leasing is bigger and stronger. As the largest aircraft leasing agglomeration in South China, the Nansha Free Trade Zone has successively carried out institutional innovations such as offshore leasing, cross-border leasing asset transactions, "bonded circulation + off-site entrustment supervision", and US dollar financing after-sale leaseback, which has promoted business innovations such as cross-border transfer of asset packages and disposal of second-hand aircraft assets. As of August 2021, a total of 173 aircraft financial leases have been completed, with a contract amount of about US$12.9 billion.

The Asia-Pacific Engineering Plastics Distribution Center has begun to see its glory. Relying on the huge manufacturing industry in the Pearl River Delta region, Nansha has focused on building a bulk production raw material distribution center for manufacturing enterprises, and has formed an engineering plastics service base integrating warehousing, packaging, processing, trade, distribution, transit and other functions, providing supply chain services for the world's 500 intensive industrial enterprises such as Borouge in the United Arab Emirates, Saudi Basic Industries, and BASF in Germany, and completing about 2 million tons in 2020.

"In the next step, Nansha will further deepen policy innovation, business innovation and model innovation, strengthen the agglomeration effect and function building of resource elements, promote the high-quality development of the Nansha Pilot Free Trade Zone, the comprehensive bonded zone and the import trade promotion innovation demonstration zone, and strive to build a high-level opening up hub." By accelerating the construction of major projects such as the fourth phase of the Nansha Port Area and the Shugang Railway, increasing the expansion of European and American routes, building a sea, land, rail and air intermodal transport logistics system, strengthening the enabling role of digital trade service platforms such as the global traceability system, the global premium distribution center, and the global customs declaration service system, we will continuously improve the energy level of the international shipping hub in the Nansha Port Area. Luo Jianwen said.
