On October 21, 2021, Minister of Education Huai Jinpeng delivered a report by the State Council on the construction of the teacher team and the implementation of the Teachers Law at the 31st session of the Standing Committee of the 13th National People's Congress.

In his report, Huai Jinpeng specifically mentioned the progress and plan of the revision of the Teachers Law. He said that the revision of the Teachers Law has been included in the five-year legislative plan of the Standing Committee of the 13th National People's Congress. The Ministry of Education accelerated the revision of the Teachers Law, carried out special research projects, formed a draft revision proposal for the Teachers Law, extensively listened to the opinions of all types of schools at all levels, experts in related fields, and central departments and local education administrative departments.

"In the next step, we will speed up the work process in accordance with the legal revision procedures, further improve the revised draft, and submit it to the Standing Committee of the National People's Congress for deliberation as soon as possible." Huai Jinpeng said.

According to Huai Jinpeng, the revision of the Teachers Law should clearly strengthen the party's leadership over teachers' work and ensure that the political direction of the construction of the teacher contingent is correct. This revision will also raise the threshold for teachers to enter, raise the academic requirements of all types of teachers at all levels, establish a mechanism for reviewing and checking teachers' professional qualifications, and make good access points. Huai Jinpeng introduced in the report that the scale of China's teacher team has been expanding, and the total number of full-time teachers has increased from 10.9789 million in 1993 to 17.9297 million in 2020, an increase of 63.31%.

From 1993 to 2020, the pass rate of primary school teachers' academic qualifications increased from 84.7% to 99.98%, the pass rate of junior high school teachers' academic qualifications increased from 59.9% to 99.89%, the pass rate of high school teachers' academic qualifications increased from 51.5% to 98.79%, the proportion of kindergarten teachers with a college degree or above increased from 2.8% to 85.75%, the proportion of primary school teachers with a bachelor's degree or above increased from 0.18% to 66%, and the proportion of high school teachers' postgraduate degrees increased from less than 1% It increased to 11.47%, and the proportion of teachers with doctoral degrees in colleges and universities increased from 1.70% to 27.75%.

The report pointed out that there are still many difficult problems that need to be solved urgently in the construction of the teaching team, teachers in individual colleges and universities have publicly made inappropriate remarks, colleges and universities have been lenient in punishing teachers who have failed to standardize teacher morality, and there is a lack of effective means for ideological and political and teacher moral examination in the selection and recruitment of teachers, the introduction of overseas talents, the appointment of foreign teachers, and the evaluation of professional titles. Problems such as illegal part-time paid make-up classes outside the school, corporal punishment of students, and child abuse by kindergarten teachers still occur from time to time, damaging the overall image of teachers.

According to the report, China's teacher team is huge, but the overall quality is not high, and there is still a lot of room for improvement in ability, which cannot meet the needs of building a high-quality education system. Kindergarten teachers in primary and secondary schools have a low level of education and insufficient ability and quality, and less than 4% of teachers with postgraduate degrees; the overall quality of rural teachers is even weaker.
