The 36th meeting of the Standing Committee of the 15th Municipal People's Congress was held on October 27, and the Amendment to the Regulations on Optimizing the Business Environment of Shanghai (Draft) and the Regulations on Work Safety in Shanghai (Revised Draft) were deliberated. Jiang Zhuoqing, director of the Standing Committee of the Municipal People's Congress, presided over the plenary meeting.

According to reports, in order to thoroughly implement the decision-making and deployment of the national and municipal party committees on optimizing the business environment and further enhance the sense of market entities, the Amendment (Draft) of the Shanghai Municipal Regulations on Optimizing the Business Environment promotes the implementation of the 4.0 version of the Shanghai Optimized Business Environment to accelerate the implementation, and adds and solidifies the measures that have been effective in practice to promote the "efficient completion of one thing" in the Yangtze River Delta region, strengthen data sharing and application, and optimize government services, so as to provide an effective legal guarantee for the continuous deepening of the construction of a world-class business environment. The Shanghai Municipal Regulations on Work Safety (Revised Draft) fully implements the National Work Safety Law and the central government's decision-making and deployment on safe production work, places safe production in the context of "great security" in megacities for overall layout, highlights the institutional arrangements for urban safety guarantees, solidifies the city's experience in strengthening safe production and urban operation safety in recent years, explores the establishment of a major hazard source monitoring and early warning system, clarifies enterprise information management and data reporting obligations, strengthens digital control of safe production, and encourages citizens to use it." With the application for auction, "strengthen social supervision, etc., to improve Shanghai's safe production work and maintain the safety of urban operation to provide important institutional guidance and legal guarantees."

The meeting heard reports on the deliberation results of the Measures for the Implementation of the Counter-Terrorism Law of the People's Republic of China in Shanghai (Draft), the Shanghai Municipal Data Regulations (Draft), the Shanghai Municipal Archives Regulations (Revised Draft), the Shanghai Huangpu Jiangsu Riverside Public Space Regulations (Draft), the Several Provisions on the Establishment of a High-Level Intellectual Property Protection System in the Pudong New Area of Shanghai (Draft), the Provisions on Off-site Law Enforcement in the Field of Urban Management in the Pudong New Area of Shanghai (Draft), etc. The Standing Committee of the Shanghai Municipal People's Congress explained the Decision on Amending Some Local Regulations of the Municipality (Draft) and deliberated on the draft relevant regulations; heard the interpretation of the explanations and relevant deliberation opinions on the "Provisions of Shanghai Municipality on Promoting the Sharing of Large-Scale Scientific Instruments and Facilities (Revised Draft)", the explanation of the "Several Provisions on Strengthening the Bankruptcy of Enterprises in Shanghai Pudong New Area (Draft)" and the report on the appointment and dismissal of personnel, and the relevant draft regulations and the appointment and dismissal of personnel were deliberated in groups.

Xu Zezhou, Cai Wei, Gao Xiaomei, Xiao Guiyu, Mo Baochun, Chen Jing, vice chairmen of the Standing Committee of the Municipal People's Congress, attended the meeting. Vice Mayor Shu Qing, Chief Procurator of the Municipal People's Procuratorate Zhang Bencai, and responsible persons of the Municipal Supervision Commission and the Municipal High People's Court attended the meeting as observers.
