Recently, the CPC Central Committee and the State Council issued the "Outline of the Planning for the Construction of the Twin Cities Economic Circle in the Chengdu-Chongqing Region". Because of the needs of strategic layout, Sichuan in the past (before Chongqing became a municipality directly under the central government) was a strategic place for economic development and cultural and educational development, so today's Chengdu and Chongqing continue the advantages of the past and have relatively high-quality and rich higher education resources.
At present, there are more than 200 ordinary colleges and universities in Sichuan and Chongqing, most of which are concentrated in the two cities of Chengdu and Chongqing; 79 undergraduate colleges and universities, accounting for 55 in the two cities of Chengdu and Chongqing; 3 "first-class universities" and 7 "first-class disciplines" in the construction of colleges and universities.

At present, in the construction of china's Guangdong-Hong Kong-Macao Greater Bay Area, it is proposed to build a "Guangzhou-Shenzhen-Hong Kong-Macao" science and technology innovation corridor, which also depends on the rich higher education agglomeration resources in the four places of the Greater Bay Area. The construction of higher education clusters has become an important experience in promoting regional economic growth and innovative development.
From a nationwide perspective, the resource agglomeration of the four regional higher education clusters in China, Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, Sichuan-Chongqing-Shaanxi (with Chengdu-Chongqing region as the core), has obvious advantages. The four regions of Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, and Sichuan-Chongqing-Shaanxi have 44.72% of the country's ordinary universities and 77.37% of the "double-first-class" construction universities.
The number of ordinary universities in the four regions accounted for 17.08% of the total number of universities in the country, 10.64% in the Sichuan-Chongqing-Shaanxi region, 10.08% in the Beijing-Tianjin-Hebei region, and 7.17% in the Guangdong-Hong Kong-Macao Greater Bay Area; the proportion of the number of "double-first-class" construction universities in the total number of universities in the country was 29.20% in the Beijing-Tianjin-Hebei region, 25.55% in the Yangtze River Delta region, 13.14% in the Sichuan-Chongqing-Shaanxi region, and 9.49% in the Guangdong-Hong Kong-Macao Greater Bay Area.
The number of ordinary universities in Sichuan, Chongqing and Shaanxi is second only to the Yangtze River Delta region, but the number of "double-first-class" construction universities is still quite different from that of the Beijing-Tianjin-Hebei and Yangtze River Delta regions.
The national strategic deployment promotes the coordinated development of the region, and the status and role of universities in serving the national strategic needs and the coordinated development needs of the regional economy will be further highlighted. From this perspective, Chengdu-Chongqing universities are facing unprecedented opportunities, and whether and how to promote the development of the Chengdu-Chongqing Twin Cities Economic Circle will be an important issue that has attracted much attention.

Southwest University of Political Science and Law, Chongqing University Law School, Sichuan University Law School, Southwestern University of Finance and Economics Law School and other "one university and three colleges", initiated the establishment of the "Chengdu-Chongqing Area Twin Cities Economic Circle University Rule of Law Education Alliance";
Guide Chongqing Electronic Engineering Vocational College to join hands with higher vocational colleges, well-known enterprises and industrial parks selected by Chengdu and Chongqing as selected for the national "Double High Plan" to jointly initiate the establishment of the Chengdu-Chongqing Twin Cities Economic Circle Industry-Education Integration Development Alliance.
Among them, the Chengdu-Chongqing Twin Cities Economic Circle University Alliance was officially established on May 12, 2020, focusing on building a Chongqing science and education community and promoting the high-quality development of regional higher education as a whole. 20 universities jointly issued the "Declaration on the Establishment of the Alliance of Universities in the Chengdu-Chongqing Area Twin Cities Economic Circle".
From the perspective of the types of universities, there are 8 engineering colleges and universities, 4 comprehensive universities, 3 pharmaceuticals, 1 finance and economics, agriculture, teacher training, language and political science and law in the alliance, and the types of colleges and universities are complete and diverse.
Judging from the construction of "double first-class", 3 first-class universities A-class construction universities and 7 first-class discipline construction universities have all entered.
Judging from the ranking of the alliance universities in the 2020 Ranking of The Best Universities in China, Sichuan University, University of Electronic Science and Technology of China and Chongqing University are among the top 50 universities in the country;
Southwest Jiaotong University and Southwest University are located in the range of 50-100;
Southwest Petroleum University, Sichuan Agricultural University, Chengdu University of Technology, Sichuan Normal University, Chongqing University of Posts and Telecommunications and Chongqing Jiaotong University are located in the range of 100-200;
Southwest University of Science and Technology, Chengdu University of Information Engineering and Xihua University are located in the range of 200-300.
A total of 18 disciplines from 10 universities in the alliance have been selected as the ranks of national first-class discipline construction. Among them, Sichuan University has 6 disciplines selected, Chongqing University and University of Electronic Science and Technology of China have 3 and 2 disciplines selected respectively, and the remaining 7 universities have one discipline each selected.
From the perspective of discipline types, the first-class disciplines of the alliance universities are mainly concentrated in science and engineering and medical disciplines.
In addition, in the past year or so, various college alliances in Chengdu and Chongqing, joint training of talents, collaborative innovation of key laboratories, and major educational reform pilot projects have all pressed the "fast-forward button" and are constantly advancing.

To build a higher education cluster, we must first meet the needs of local industrial development. In recent years, the high-end elements and industries in Chengdu and Chongqing have accelerated their agglomeration, with all 41 industrial categories, and the fields of automobiles, electronic information, equipment manufacturing, and biomedicine have continued to grow, becoming an important manufacturing base in the country.
At present, the high-tech and strategic emerging manufacturing industries in Chengdu and Chongqing are growing rapidly. Among the top ten cities with GDP in the first half of 2020, Chongqing and Chengdu were the top three cities with the fastest growth rate.
Chongqing's financial services industry has obvious manufacturing advantages. Relying on many universities and scientific research institutions, Chengdu has a strong driving force for innovation, so the development of the two places must give full play to their respective characteristics, efficient division of labor, and integrated development.
In view of the requirements of the Chengdu-Chongqing region to further consolidate the foundation for industrial development in the Chengdu-Chongqing region, the "Planning Outline" proposes:
The first is to promote the high-quality development of the manufacturing industry, optimize the layout of major industries, vigorously undertake industrial transfer, integrate and optimize major industrial platforms, and cultivate advanced manufacturing clusters with international competitiveness.
The second is to vigorously develop the digital economy, lay out and improve the new generation of information infrastructure, actively expand digital applications, comprehensively improve the level of digital security, and work together to create a new highland for the digital industry.
The third is to cultivate and develop modern service industries, guide the manufacturing industry to extend the service chain and develop service links, promote the integrated development of advanced manufacturing and service industries, improve the level of development of trade and logistics, and jointly build a financial center in the western region.
The fourth is to build a modern and efficient agricultural belt with characteristics, promote the high-quality development of agriculture, strengthen the support of agricultural science and technology, and vigorously expand the market for agricultural products.
Industrial development and innovation capabilities are crucial to the development of the twin-city economic circle in Chengdu and Chongqing. Promoting the high-quality development of Chengdu and Chongqing is inseparable from the support of high-quality talents and the drive of scientific and technological innovation, which also puts forward new and higher requirements for higher education in Chengdu and Chongqing.
In general, Chengdu and Chongqing have problems such as the low degree of coordination in the industrial chain division of labor and insufficient cooperation in the open platform for industrial development, but the Chengdu-Chongqing region has the best scientific and educational resources in the west, and the innovation ability of universities and scientific research institutes is strong, and the future can be expected.
At present, the planning outline has formulated a "mission statement" and "construction drawing" for high-quality development in Chengdu-Chongqing area, and the construction of the twin-city economic circle in Chengdu-Chongqing region has moved from blueprint to reality, and higher education is needed to continuously cultivate the driving force for sustainable development.
It is expected that the universities of the two places will work together to make due educational contributions to the formation of an important growth pole for high-quality development in the western region, the construction of an important economic center with national influence, a scientific and technological innovation center, a new highland for reform and opening up, and a livable place for high-quality life!
