In recent days, The article "Ruili Needs the Care of the Motherland" released by Dai Rongli, the vice mayor of Yunnan Ruili, has attracted the attention of all parties. Since September last year, Ruili has repeatedly adopted closed control measures. Against this background, the production and life of the masses have been greatly affected.
In the early morning of October 29, Ruili held a press conference to say that at present, Ruili's epidemic prevention and control is still in a critical period and a tough period, the epidemic situation is still sporadic sporadic, since October 1, a total of 19 cases of local new coronavirus infection have been detected, including 2 confirmed cases and 17 asymptomatic infected people, and the risk of community transmission and spread still exists. At the same time, the recent positive detection rate of overseas returnees has continued to be above 20%.
Yin Zhongde, member of the Standing Committee of the Ruili Municipal Party Committee and executive vice mayor of the Municipal People's Government, introduced ruili's people's livelihood security work during the epidemic. At the same time, Yin Zhongde introduced that Ruili City borders Myanmar on three sides, the northwest, southwest and southeast, the border situation is complicated, the cities of China and Myanmar are connected to the city, the villages are connected, the fields are next to the fields, there is no natural barrier, and the border security and epidemic prevention and control are facing great pressure. Especially in the recent past, most of the sporadic cases of Ruili have occurred in the border area, and many positive cases have been detected among the people who have secretly crossed the national (border) border, and the risk of epidemic in the border villages is high. In order to ensure the safety and health of Ruili border residents, Ruili City has demarcated an epidemic prevention and control buffer zone within a range of 50 meters to 200 meters from the border line, and temporarily relocated residents in the buffer zone.

Ruili introduced the work of ensuring people's livelihood during the epidemic
Yin Zhongde introduced that the town of Qicheng is only separated from the Jiugu town district of Myanmar by one river, especially in the area south of The River Road, where the houses are close to the critical river, and the border line is a few meters away from no more than 100 meters, which is in the high-risk area of epidemic importation. To this end, Ruili City has temporarily relocated the people in the area, and the duration will be determined according to the epidemic situation. At the same time, the relocated masses are given a temporary resettlement subsidy of 600 yuan per person per month, and special care is given to special situations such as bedridden.

The epidemic has really affected every Ruili person. Xiao Wang, a 23-year-old from The town of Qi, is a fresh graduate, Ben passed the initial examination for a job in Kunming, waiting for the re-examination notice, due to the outbreak of the epidemic in Ruili, the implementation of entry and exit control, resulting in him can not go to Kunming to participate in the re-examination, so as to miss the first job opportunity that he thinks is very good.
After about two months of unemployment at home, he passed the interview of a company in Mangshi city online and promised to join the company, and the company issued him a work certificate. With this job certificate, he successfully got the notice of departure from Rui step by step. His parents are still in home isolation at Ruili.
The local leaders of the People's Network left messages in the message section, and there are people who are unemployed at home in a similar situation to Xiao Wang
The following is Xiao Wang's self-description:
After graduating this year, I first looked for a job in Kunming, a state-owned enterprise, and after passing the initial examination in Kunming, I went home at the end of June to wait for the re-examination notice, and my family is in Ruili Town. About July 6, when I received the re-examination notice, Ruili had already appeared in the "7·04" epidemic, and on the same day, there were 3 local confirmed cases, and Ruili then took strict control measures and did not leave Ruili unless necessary.
I asked the municipal government how to leave Ruili to participate in the re-examination, and the reply was that there were only four circumstances to apply for leaving Ruili, due to work, due to school, due to illness, due to mourning, and at the same time, there must be a 72-hour negative nucleic acid certificate. For example, if you are sick and cannot be treated in the local hospital of Ruili and need to be transferred, you need to open a transfer certificate from the hospital; a death certificate is required for funeral treatment. In my case, provide proof of employment.
The second time I went to the municipal government to apply for the release notice, I went with the re-examination notice, but the other party replied that it could not be handled, and I had to provide a work certificate. But I'm not hired yet, and the company won't open it.
In this way, my first job opportunity was gone, and the company was treated well, and I can only say that I am sorry.
For the next two months, I stayed at home. During this period, there was also an epidemic in Hatamachi, my parents were pulled to quarantine as sub-close contacts, and I signed up to volunteer to participate in the prevention and control of the epidemic. During the epidemic in Hatamachi, we did nucleic acid testing frequently, and from the beginning of July to August 20, I did about 20 nucleic acid tests.

In August, I began to hear gunshots from Myanmar. Our town is across the river from Myanmar, and the authorities will ask us to take refuge at home and let the residents who live along the river at the boundary of the town move out. My parents said that until now, they have woken up at two or three o'clock in the morning when they are scared by the sound of gunfire.
On August 30, I left Ruili for Mangshi. Before that, I passed the online interview, found a job in Mangshi, promised to join the company, and the company opened a job certificate for me.
The process of leaving is also very tortuous, first go to the community to open a certificate, and then go to the hospital to do nucleic acid, the requirement is double collection and double examination. On the first day, do a throat swab and a nasal swab, and after 24 hours, do another throat swab and nasal swab. The difference is that the next day's test is tested separately by the two agencies, that is, I need three nucleic acid negative certificates. It cost almost 200 bucks. Community certificates, nucleic acid certificates, and work certificates, with these materials, successfully handled the release notice from the town government.
Until now, my parents are still in a state of home isolation, through online ordering, the community publishes the menu, and after the booking, the community delivers it the next day.
The epidemic has lasted for such a long time, and the lives of residents must have been affected. Ruili has a lot of jewelry business, and now she can't even do online live broadcast business. My family is better, and my dad has some retirement pay. After I earned my salary, I also gave my family some money, hundreds of yuan, and I am now probationary, and the salary is not high.
In April this year, Ruili Jewelry's live broadcast has been suspended
Messages from the message section of local leaders of the People's Network
Our Ruili is too complicated, it borders Myanmar, the border line is more than 100 kilometers, like The town of Wa, there is only one river separated from Myanmar, and there are many smuggled people. In March of this year, I also went to the side, patrolling with batons and masks. A lot of people from the first, we contacted the local police station to pick him (her) away, I have encountered a smaller than me, after 00, was deceived by telecommunications fraud.
I have previously posted on Weibo that Ruili has no income at home, and now the society pays attention to Ruili, I am quite moved.
